On 2/3/14 at 7:37p.m., Special Officer Raul Couce stopped the driver of a red colored Ford plow truck operated by Niel Melendy, age 39, of Budd Lake, N.J. for failing to stop at a red light at the intersection of Main and Spring Street(s).  After issuing Melendy summonses for failing to stop at a red light and for operating an unregistered vehicle, Hampton Auto Body was summoned to impound the truck and Melendy was allowed to leave the area.

Subsequently, as Melendy began to walk away from the location of the motor vehicle stop, Sgt. Michael Monaco observed a glass marijuana smoking pipe to fall to the sidewalk from a backpack that Melendy was carrying.  Melendy was arrested and found to be in possession of a small amount of marijuana.

As a result, Melendy was charged with the following before being released pending court :

N.J.S. 39:4-115     Failure to Stop/Right on Red

N.J.S. 39:3-4         Unregistered Vehicle

N.J.S. 39:4-49.1    Possession of a controlled dangerous substance (CDS) in a Motor Vehicle

2C:35-10a(4)        Possession of less than 50 grams of marijuana  (Disorderly Persons Offense)

2C:36-2                 Possession of Drug Paraphernalia  (Disorderly Persons Offense)
