Clustering with neo4j v3.3 community Edition

Am I right in thinking that one can only create a neo4j cluster with the Enterprise Edition of neo4j? Following the official guides. Clustering options are not accepted as shown below.

That's correct clustering is part of Neo4j enterprise.

But there are many means of getting an Enterprise license: https://neo4j.com/licensing/
