Need guidance on setting up Neo4j

New to Neo4j and wanted some advice on the best practices to set it up with zero-downtime. I would need to re-seed the database either weekly or monthly, so how would one go about handling this use case? Will the server or the database need to be restarted to pickup the new dataset in which case can this be handled by setting up a HA cluster and doing a rolling restart of the instances?
