There is a C library see neo4j.com/developer/c which you should be able to wrap.

Is possible compile it on Windows?

First I want use it on Linux. 

I do: sudo apt-get install neo4j-client

But when I try compile #include <neo4j-client.h>

it don't find neo4j-client.h

Did you follow the instructions?

You probably have to install the headers first into include.
