What is the purpose of org.neo4j.kernel.impl.annotations.CompilationManipulator? Is it really necessary?

Jeffrey,
this has to do with custom JavaDoc annotation processing, needed for
certain non-standard annotations like
@Graph
@Title
@Documented
etc. and is executed upon building through maven.
Why are you wondering?

it was a community / partner effort on Neo4j 1.5
We didn't have the capacity to pursue this further ...
Not sure what a good continuation of this project would be.
