Why the bionic toolchain was removed ? Did it allowed nacl apps to run on android ?

No, it didn't. It was just another libc that NaCl apps could use in Chrome, similar to newlib or glibc. It was an experiment that ultimately didn't bring enough benefit compared to the existing libc to be worth the extra maintenance.
