Can NaCl/Pepper be used in a standalone application (Windows)?

Can the SDK be used as part of a native Windows application, not using Chrome at all?

If so, what's the proper way to get the headers/libs?

NaCl includes a program called "sel_ldr", which allows running sandboxed code without Chrome.

Building it (as well as the code to run inside the sandbox) can be a chore, as instructions haven't really been maintained, but is definitely possible. You might want to check out https://github.com/dsagal/pynbox, which includes some build recommendations -- it does more (and includes changes to sel_ldr, in fact), but the building process is the same.
