Settings change: new members are moderated

I've changed the settings of this group so that new members' posts are moderated because this list just got some more spammy posts.  List managers/owners will now have to explicitly approve new members' posts if they're reasonable, and remove their moderation-required status.

I had not consulted with the other list managers or group owner (this can be the start of a discussion), so this change may get reverted.  Since there is unlikely to be much new activity now that native client is deprecated, hopefully change this will not inconvenience many people and will be reasonable / acceptable.
