Analysis of Criminal, Financial and other Background Details of MLAs from the Delhi Assembly Elections 2013

 

Association of Democratic Reforms (ADR) and Delhi Election Watch (DEW) has analyzed the self-sworn affidavits of all the outgoing 70 MLAs from the Delhi Assembly.


Please note that this analysis is as of data in the affidavits filed by candidates in 2013. Subsequently, some MLAs may have resigned or changed parties. Information on the latest status regarding assets and liabilities, as well as criminal charges if any, will be released after all nominations are filed. However, information they filed in 2013 is analyzed and presented below.

Financial, Criminal and Other details of MLAs in the 2013 Delhi Assembly Elections



Criminal Background

  • MLAs with Criminal Cases: 36% or 25 of the 70 MLAs declared criminal cases against them. In 2008, 43% MLAs had declared criminal cases.

  • Party-Wise Candidates with Declared Criminal Cases: BJP fielded 17 out of 31 (55%), AAP fielded 3 out of 28 (11%) and INC fielded 2 out of 8 (25%) MLAs who declared criminal cases. One MLA from JD(U), one from SAD (Akali Dal) and one independent MLA declared criminal cases. 

  • MLAs with Serious Criminal Cases:  Out of the 25 MLAs with criminal cases, 20 MLAs declared serious criminal cases like attempt to murder, dacoity and assault against women etc.

Financial background

  • Crorepati MLAs: 51 (73%) out of 70 MLAs were crorepatis in 2013. In 2008, 47 (69%) MLAs were crorepatis.

  • Party Wise Crorepati MLAs: 30 (97%) out of 31 BJP MLAs were crorepatis while 12 (43%) out of 28 MLAs of AAP were crorepatis. There were 7 crorepati MLAs from INC and one MLA from SAD. The only independent MLA was also a crorepati.

  • Average Assets: The average asset per MLA in the Delhi 2013 Assembly Elections was Rs. 10.83 Crores. In 2008, it was Rs. 2.94 Crores.

  • Party-wise Average Assets: The average asset per MLA for BJP was Rs.12.49 Crores, for AAP it was Rs.1.82 Crore and for INC it was Rs 10.25 Crores.

Other Background details (Education, Gender, Age)

  • MLAs’ Education: A total of 36 (51%) MLAs had educational qualifications equivalent to graduate or above. A total of 33 (47%) MLAs had educational qualification of 12th pass or below.

  •  MLAs’ Age: A total of 18 (26%) MLAs were aged 40 or less while 22(31%) MLAs declared their age to be between 41 and 50 years. 28(40%) MLAs were aged between 51 and 70 years.

  • Women MLAs: Out of the 70 MLAs only 3 (4%) were women. The previous assembly also had 3 women MLAs.
