Dear Friends,

National Election Watch (NEW) and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of all 57 newly elected MPs of Rajya Sabha 2016. Please find below highlights of the analysis:

Criminal background

·         MPs with criminal cases: Out of the 57 MPs analysed, 13 (23%) MPs have declared criminal cases against themselves.


MPs with serious criminal cases:
7 (12%) MPs have declared serious criminal cases including cases related to attempt to murder, cheating and dishonestly inducing delivery of property, theft etc.

·         Party wise MPs with criminal cases: 3 (18%) out of 17 MPs from BJP, 2 (29%) out of 7 MPs from SP, and 1 MP each from INC (11%), BJD (33%), BSP (50%), RJD (50%), DMK (50%), SHS (100%), YSRCP (100%) have declared criminal cases against themselves in their affidavits.

·         State wise MPs with criminal cases: 4 out of 11 (36%) MPs from Uttar Pradesh, 2 out of 5 (40%) MPs from Bihar, 1 out of 6 (17%) MPs from Maharashtra, 1 out of 6 (17%) MPs from Tamil Nadu, 1 out of 4 (25%) Karnataka MPs, 1 out of 4 (25%) MPs from Andhra Pradesh, 1 out of 3 (33%) MPs from Madhya Pradesh, 1 out of 3 (33%) MPs from Odisha and 1 out of 2 (50%) MPs from Haryana have declared criminal cases against themselves.

Financial background

·         Crorepati MPs: Out of the 57 newly elected MPs, 55 (96%) are crorepatis.

·         Details of PAN: All MPs have declared PAN details in their affidavits.

·         High asset MPs*:  The names of the top three MPs with highest assets are given below:

·         Party wise crorepati MPs: 15 (88%) out of 17 MPs from BJP, 9 (100%) out of 9 MPs from INC, 7 (100%) out of 7 MPs from SP, 4 (100%) out of 4 MPs from AIADMK, 3 (100%) out of 3 MPs from BJD, 2 (100%) out of 2 MPs from JD(U), 2 (100%) out of 2 MPs from RJD, 2 (100%) out of 2 MPs from DMK, 2 (100%) out of 2 MPs from BSP, 2 (100%) out of 2 MPs from TDP , 1 MP (100%) each from SAD, NCP, SHS, YSRCP and 1 Independent MP have declared assets worth more than Rs. 1 crore.

·         Average assets: The average assets value of the newly elected MPs to the Rajya Sabha, 2016 is Rs. 35.84 crores

·         Party wise average assets:  Among major parties, the average assets for 17 BJP MPs is Rs 17.95 crores, 9 INC MPs is Rs 65.47 crores, 7 SP MPs is Rs 38.09 crores, 4 AIADMK MPs is Rs.6.79 crores and 3 BJD MPs is Rs. 14.98 crores.

·         MPs with high liabilities: 19 MPs have declared liabilities of Rs 1 crore and above, and the details of the top 3 MPs are as follows:

Other background details

·         Education Details of MPs:  3 (5%) MPs have declared their education qualification to be between 10th pass and 12th pass, while 33 (58%) MPs have declared having an educational qualification of graduate or graduate professional. 18 (32%) MPs have declared themselves to be postgraduates while 2 (4%) MPs have declared they are Doctorates.

 

·         Age details of MPs: 25 (44%) MPs have declared their age to be between 41 and 60 years while 31 (54%) MPs have declared their age to be between 61 and 80 years. The oldest MP is Jethmalani Ram Boolchand aged 92 years from Bihar and the youngest MP is Misha Bharti aged 41 also from Bihar.

·         Gender details of MPs: Out of 57 MPs, only 4 (7%) newly elected MPs are women.
