Set To: line on reply to To: line in original

Is there a way to set the To line on reply such that it includes addresses listed in the To line on the original email vs just the sender or reply-to?  This would mirror the behavior of ..umm..  outlook ..umm.. and prevent me from annoying the unconverted.

Indeed, all but the sender are migrated to Cc: when replying-to-all. You
could manipulate this (message-replace-header etc.) by using
`mu4e-compose-parent-message' in a `mu4e-compose-hook'.

But feel free to file an RFE to have a built-in for this, which would
influence the way drafts are created. Even better, an implementation!
