TZ when replying

Hi Mu Group,

I just discovered that when I reply to an email, the header uses UTC time.

I have

(setq message-citation-line-format "On %Y-%m-%d at %R, %f wrote:")

And if I check the time-zone Emacs knows I'm UTC+2:

(current-time-zone) => (7200 "CEST")

But if I reply to an email written at 10:30 this morning, I see:

> On 2018-04-13 at 08:30, someone@somewhere wrote:

I'm using mu 1.0 C

Can someone advise how to fix this?
