MQTT cluster

I am making an IoT system which needs to be scalable and am thinking of using a clustered deployment of MQTT. What will be the best broker to use and is there any guide available for the clustering. It would be great if the service is open source.

If you are open to commercial brokers, you can use Bevywise IoT Platform.  The public hosted broker is available at mqttserver.com supports TCP & WebSocket.
