Module peer changes for Mailnews Core and submodules

Recently we revised the module page for Mailnews Core
(https://wiki.mozilla.org/Modules/MailNews_Core) to reflect the defacto
reality of who was doing reviews. The changes are too numerous to list
here, but are not really changes since this largely reflects what we
were doing anyway. Note these are only changes in peers, we did not
attempt to pick particular people as owners of modules in most cases.
