Proposed new module: Loop aka Firefox Hello

Over the past year, a growing team of developers has been involved in
developing a voice and video collaboration system that is integrated
into the Firefox desktop browser as well as a compatible Firefox OS
client. Internally, this feature is known as "Loop", although the
marketing name for the feature is "Firefox Hello." It was released in
Desktop as part of the Firefox 34 cycle, and will become prominent
during the Firefox 35 cycle (both in terms of visibility in the browser
interface and in terms of marketing).

I'd like to propose that we formally define a module for this feature.

The boundaries of the Loop code are reasonably well-defined. The
development so far has occurred with me, alongside several of the
involved developers (listed as peers below), taking on the role of
stewards for the associated code. In practice, this proposal is simply a
formalization of the current state of affairs.
