Sandboxing module owners & peers update

Hi all,
a few months ago we removed some owners & peers from the Sandboxing
submodels as people retired or moved on the other projects. Meanwhile
several other people have been worked in and are actively contributing
and taking effective ownership to these modules.
To reflect reality, I'd propose to:
a) Make Haik Aftandilian the owner of the OS X submodule.
b) Make Julian Hector owner of the Linux module and add myself as a peer.
c) Make Jim Mathies a peer for the Windows submodule.
