Module ownership change for Web Workers

Ben Turner has suggested that Andrea become the owner of the Web Workers
module and he will shift to emeritus owner status. Jonas Sicking has chosen
to move to peer emeritus as well.
The module peers have conferred and agreed with this decision, please let
me know if there are any concerns with this. If not I will update the wiki.
