GitHub Bugzilla PR Linker

current instance (on Heroku) is only for Mozilla staff)

A webhook "bot" that, upon GitHub Pull Request creation, makes a Bugzilla
attachment linking to the PR, if the git commit contains a bug number.
For example: https://bugzilla.mozilla.org/show_bug.cgi?id=1395899#c1
