buildjson *day* files being generated with --utc

Hello all,
Up until today we would generate a buildjson day file based on the
ending UTC day, however, we would use the PT day instead.

Since there were no consumer of these file no one noticed.
We just deployed a change in bug 11359991 [1]

What you should notice is that starting at 5pm tomorrow's UTC day file
will start being generated.
For instance, after 5pm PT we should see 2015-03-24 being generated and
2015-03-23 stop being generated at that time [2]

Another way to notice that the bug was happening is because all files
would be generated one last time right after PT midnight [3].

In other words, you should not see any issues (AFAIK, treeherder is not
a consumer of those files), however, it is worth bringing it up just in
case.
