Intent to ship: IDB getAll/getAllKeys/openKeyCursor

I intend to ship the following features in Gecko 44:
IDBObjectStore.getAll
IDBObjectStore.getAllKeys
IDBObjectStore.openKeyCursor
IDBIndex.getAll
IDBIndex.getAllKeys
These features will be available on all platforms and are specced at
[0]. The bug tracking this work is [1]. Some of these features are
available today behind the dom.indexedDB.experimental preference,
while others have unconditionally exposed prefixed versions. We have
achieved spec agreement and interop with Blink, who also intends to
release these early next year.
