Intent to ship: Module scripts (ES6 modules)

I intend to turn on <script type="module"> for all builds in Firefox 60
(currently this is enabled in Night builds only). It has been developed behind
the dom.moduleScripts.enabled preference. This is already shipping in Chrome,
Safari and Edge.
