Need to Eliminate a Component in Bugzilla? Use "Graveyard Tasks"

Do you need to put on the black robe*, extend a skeletal hand, and say to a
Bugzilla component: "IT'S TIME"?
We have a new component to track these tasks, "Graveyard Tasks," so when a
component's outlived it's useful life, file a bug in this component, let us
know what to do with open bugs, and we'll make sure it's sent off to the
aether.
