The Future of Developing Firefox Add-ons

The page at
<https://blog.mozilla.org/addons/2015/08/21/the-future-of-developing-firefox-add-ons/>
discusses in some detail how the API for extensions will be changed.
What I cannot find is an RFE bug report at bugzilla.mozilla.org
requesting this change. Proper configuration management requires such a
bug report. If it exists, what is the bug number? If it does not
exist, why is effort being expended on this?

The third link in that blog post, and the first "this is what we're
doing" sentence, links to a wikimo page. At the top of that page are a
series of bug links. If you click the "All" link the 2nd earliest bug
(the first is unrelated) is the kick-off bug, filed months before that
blog post.

There were also discussions about the Chrome Extension API in the
mozilla.dev.extensions newsgroup prior to that effort.
