Removing bug 1186948 from DOM 50 tasks

This bug is about navigator.plugins not including Flash when
click-to-play is on. This was reverted, then restored, then put behind a
pref which is disabled by default. I don't think this should be
documented at this time.

I have, however, noted on all related bugs that the devs should be sure
DDN is on the bugs relevant to this and other click-to-play and plugin
detection issues that affect developers. That includes
