Pootle Mozilla Locamotion upgrade

We will be upgrading https://mozilla.locamotion.org/ server again at 3
August 2016 17:00 UTC (in 85 minutes). We expect the migration to take
10 minutes at most.

The reasons to upgrade are to:

- Improved performance and some bugfixes for translation editor
- Less intrusive stats refresh notice
- Stats table improved rendering for small resolutions
- Added the ability to list more top contributors
- RTL fixes in Pootle UI
- Updated Pootle UI translations
