This Cancel button bug keeps haunting us. I think we may have fixed this
and landed a string for it, but it is possible that the strings file did
not land in the right place because this UI is considered a separate 'app
bundle' by iOS. I will investigate and I made a note to file a bug later.
You get there by enabling the 'Firefox' extension. Hit the share button
(the box with the upward arrow), then if Firefox is not in the top row, hit
the More button and enable it. Then from any app you can activate this UI
by sharing a URL to Firefox.
