Android (single locale) L10n available on try!

Hey everyone,
Should you need to make a change to the build system, and want to help
try and validate your changes and suspect they also would impact l10n,
you now have more options.
You can get android single-locale repacks done (with Taskcluster) on
try by passing `-p android-api-15-l10n` !

I also updated the Desktop docs to have a "on taskcluster" section too:
