Node and Chrome's debugger protocol

Basically, node may natively support Chrome's protocol. This is good for
us, valence should allow users of dev edition to connect, although node
is different enough that there will likely be bugs.

I think this is important stuff, and the devil is in the details in terms
of discovery of node processes and other features backend developers may be
used to.
