When I go to https://developer.mozilla.org/en-US/docs/Mozilla/Projects/Rhino/Download_Rhino it says "Rhino 1.7R5 is the most recent qualified release."
However this version is 2 years old.

Does it mean that this version is still most stable and recommended to use by default?
What is missing from newer versions to be "qualified"?

That sounds like some language on the Mozilla page that we should have clarified long ago. Every release you see on the Mozilla page and on GitHub releases that’s not a “release candidate” is as ready for production as any other. If you open a GitHub issue then we can remember to fix it.
