State legislators in California are considering a number of proposals that run the risk of encoding socioeconomic disadvantages into their higher education system:


The second proposal is the most audacious and appalling. It would create a new tier  of state higher education in CA just for the poor. Presumably it would be MOOC-based, and would provide extremely low-cost tier of state-supported higher education, without instructors or any academic support, offering 'life credit' and requiring payment only to take examinations for some form of hopefully transferable credit.
