retry if failed when doing initial sync

When a member of replica set doing initial sync, if the source member restarts, it will drop all synced dbs and start over.

Why not retry and continue syncing after the source member restarts?

There are tens thousands dbs in my mongodb. Starting over waste lots of time.

We could - its just paranoid to make sure nothing is missed.
