"Hotfix KB2731284 or later is not installed...:" but KB2731284 won't install

I have an installation of Mongo 3.6.4 (mongodb-win32-x86_64-2008plus-ssl-3.6.4) running as a Windows Service on Win2008 R2, SP1 and receive the message "Hotfix KB2731284 or later update is not installed, will zero-out data files." on startup. I downloaded the Windows6.1-KB2731284-v3-x64.msu hotfix from Microsoft but when attempting to install it receive the message "The update is not applicable to your computer" from wsua.exe. When I check the installer log it appears that the hotfix might be installed as part of a subsequent update.

Could the issue be that mongo is not correctly finding the update as it is not aware of all the locations that would indicate the presence of the hotfix and the message at startup is not actually accurate?

 KB2731284 only affects the performance of MMAPv1. If you are using WiredTiger, then there is no need to install the hotfix.
