MongoDB 2.4.13-rc0 is released

MongoDB 2.4.13-rc0 is out and is ready for testing. This is a release candidate containing only fixes since 2.4.12. The next stable release 2.4.13 will be a recommended upgrade for all 2.4 users.

Fixed in this release:

SERVER-17278  BSON BinData validation enforcement

SERVER-17264  improve bson validation

SERVER-15673  Disable SSLv3 ciphers
