I was thinking about make cache and expires headers of
Mojolicious::Static easier to manipulate.

So:
- this doesn't have to be in Mojolicious core
- should have defaults options
- should behave differently en prod and dev modes
Any more ideas? Any wishes on how you see how it can be?
