Yes, it is. If a user opts in to share location data, (with a reply Y ) then you can use a location API to look up the location of the phone whenever you want.
So - you could sign them up, they opt in, then when they MO in for some reason, you also do the location lookup and get back coordinates.
The location APIs are separate from the Developer APIs you are using now, and have additional costs.
