Cant't install ModelSim 10.4a on WIndows 10 Home

to ModelSim PE Student Edition

I'm trying to install ModelSim. Executing the installationfile as administrator only starts unpacking and then it does nothing. But I can still see the process in task manager.

Is version 10.4a even compatible to Windows?
