I installed it three times but on finishing the setup no browser was invoked. And then I filled the request form through the above link. But yet did not receive the license.

I just downloaded the student edition version 10.3c and was able to successfully install, request license, receive license and simulate the verilog counter example.  I have a feeling that there is something in your system configuration that is blocking your installation and license request.  You might try turning off your anti-virus software during the installation and license request phase to see if that is what's effecting you.

I'm running on Windows 8.1 with Symantec Endpoint Protection anti-virus.

I have installed the software two times also and followed same process but they have mentioned here as highlighted .Thats really pathetic.

• Once your request has been received the ModelSim PE Student Edition license file will be generated, matched to your host computer and will be emailed to you along with license installation instructions.
  Please note - the license.dat file email could get reside in your Spam or Junk mail folder. If you do not receive the email within a few minutes, check your spam folder or email provider.
• If you do not receive your license.dat file email - You will need to rerun the installation sequence and request a new license file. This is an automated process. We are unable to manually generate a license file for you.

I had the same problem installing v. 10.4a.  After about 8 tries I succeeded by:

o booting in Windows 7 safe mode w/ networking

o disabling the Windows firewall on both private and public networks

o running the installer as Administrator

This completed the installation and brought up the license request form in my browser.  After completing the form I got the license emailed to me almost immediately.

o copying the license file to the directory where I installed ModelSim.

Once I verified the ModelSim worked (you have to try simulating a project...compiling works w/ or w/o a license.  Then I rebooted to normal Windows mode, enabled the Windows Firewall and lo and behold it still works.

What worked for me on Windows 10:

1) Turn off anti-virus/Windows Defender.

3) Delete any leftover files from previous installation (e.g delete C:\Modeltech_pe_edu_10.4a).

2) Disable firewall.

4) Request and download Model Sim PE Student Edition.

5) Add "modelsim-pe_student_edition.exe" as an exception in firewall in "Control Panel\System and Security\Windows Defender Firewall\Allowed apps".

6) Open Windows Features > enable Internet Explorer 11. Then, make IE11 the default browser.
7) Run "modelsim-pe_student_edition.exe" as administrator and in Compatibility Mode "Windows Service Pack 3".

8) License request page should open in Internet Explorer when you click 'Finish' at the end of the installation.

When you download the Modelsim 10.4a PE Student Edition Installer from Mentor Graphics website, after opening & installing it you'll be redirected to a web address from where you'll have to provide your first name, last name, email address etc. but if it doesn't then there's an other issue! Do let me know if the problem persists!

You'll never be able to get a license through the procedure of visiting this web address directly. You'll have to re-run the .exe or setup & only after that you'll be able to get the license by automatically getting redirected to the same above link you mentioned!
