pagespeed_admin permission denied

I am trying to access the admin console to no avail. pagespeed_admin console logs an error in /var/log/httpd/error_log saying 

[Thu Sep 08 00:55:27.312076 2016] [core:error] [pid 29207] (14)Bad address: [client xx.xx.xxx.xx:25687] AH00132: file permissions deny server access: (null)

However, the pagespeed_global_admin leads to 404 page not found page, no errors logged. I have relaxed the access permissions in the conf file and double checked that the logdir is accessible by Apache.
