is this normal behaviour? Failed to make directory File exists

Is this normal behaviour?

[Mon May 02 14:30:01.608070 2016] [error] [pid 21813] [mod_pagespeed 1.11.33.1-0 @21813] Failed to make directory /var/cache/mod_pagespeed/v3/xxxxxxx.com/http,3A/,2Fwww.xxxxxxx.com/js/prettysociable/images: File exists

Our audit system alerts us of error, is it safe to whitelist this or do i have a broken config???  Shouldn't it be smart enough to overwrite the file?

It's possible that one process creates the directory between another noticing it's missing and actually creating it. If that's true, you should only see these messages when you start up with a clean cache. Are you seeing a lot of them?
