Add Google Analytics where missed

good day

i want to use this filter because some web bits is missed analytics

but it also add analytics code to pages where code is already installed

is it possible to add it only where it needed

(detection of both ga and analytics.js will be good) (sync and async too)

Can you add this as a bug report with an example page showing where it fails?  I think the filter should not re-add it where it already exists.
