For static files, if you are able to apply LoadFromFile mappings, changes to files will be reflected immediately:

It's also possible to flush mod_pagespeed's caches without restarting httpd:

my problem is that i need to refresh the pagespeed process every so often. when i make tweaks to the site, update content etc, i need to get pagespeed to restart and process the css files again.

is this possible? i was presuming through a refresh pagespeed line in the httpd.config file!!
