the site is not working on https, but mod_pagespeed automatically translates to https
line in pagespeed.conf (ModPagespeedFetchHttps disable) not working

What do you mean by "automatically translates to https"?  Do you mean that if a visitor access your site via http://YOURSITE.COM, the browser is redirected to https://YOURSITE.COM and that's not working?

As far as I know mod_pagespeed doesn't redirect http -> https
Digging some more into the Apache configuration to figure out where the redirect is declared may be worthwhile.

the site was accessible via http and https but when the module started to work (mod_pagespeed), https started safety concerns and the website is displayed incorrectly, as all the browsers started to block in the website scripts (and for some reason google has started indexing the https website, although this is nowhere spelled out - at the moment half of the site in google at http and another for https, although you need only http) without mod https works well, but when he included the scripts are coming from http and issues a security problem I would like to disable https in fashion found only on the topic ModPagespeedFetchHttps disable - but it doesn't work

the problem is that when enable the mod, over https, the browser generates an error and blocks all scripts and website design when without mod browsers, nothing to block and site to be displayed correctly

Is the site running behind a CDN/proxy that terminates https?
The symptoms make me think that somehow mod_pagespeed isn't aware of that the site is being served over https.

If that is the case, configuring mod_pagespeed to respect x-forwarded-proto may resolve the problem:

Otherwise, it may be a workaround to configure mod_pagespeed in OptimizeForBandwidth mode to avoid having it change urls:

Hope that helps!

So when nginx was moved in front of Apache / mod_pagespeed, was it configured to terminate https?

the problem I see recently when Google started to index the https site and redirected over https website without mod_pagespeed - not the green, but the scripts work

the website with mod_pagespeed green but all scripts don't work and the website is displayed incorrectly and it is not possible to work on it

module mod_pagespeed to work well, but the https function, it is important that the website display correctly and does not block scripts for this reason, try to disable it the function of https
