active, configured

When I reboot the server all my files show "configured". Once a file is accessed it then shows "active". Then after the file has been closed it still shows "active". Is this correct?

Yes.
After all clients disconnect, the stream remains active for a little while longer (approx. 10 seconds).
Keep in mind your browser and/or client may be keeping the connection open even when the stream is no longer displayed, which can cause streams to remain active for longer as well.
(For example, Chrome does this when viewing over MP4 output, until you close the tab you were viewing with. Going to a different URL does not close the socket, only closing the tab does.)

Here is my Overview Page. The file has been closed for several hours now. It seems that a files shows active until I reboot the server. Any ideal of where to look for the problem?
