Can a short term capital loss carryover be used to offset long term
capital gains in a succeeding year?

Yes. A carried-in ST loss is treated no differently
than a current-year ST loss.

First you net ST-loss against ST-gain.
Then you net LT-loss against LT-gain.

If one of those nets is a loss and the other
net is a gain you net the nets against each other.
