Dear Friends and Colleagues, Even though our besieged homeplanet
is running out of water, it's nevertheless worthwhile to consider
water as fuel.

Thus much of the Byron Wine info directly below should be part of
our Durban info pack.

Also it's important to warn climate activists about the stark
limitations of wind (and solar) as replacements for toxic energies,
so please see second below.

Third below there's discussion of a promising new energy
development--apparently in the field of cold fusion.

And at the bottom of this there's an encouraging piece about zero
point energy (tapping the ubiquitous ether) gaining considerable
status outside the US. Hooray!

Of course I urge you to spread this info as broadly as possible--not
just to folks planning to protest at the next rigged UN climate
conference.

I want to relate to you some facts concerning various suppressed
energy devices and the difficulty in informing the public of these
devices. I hope that you can add some additional information. Here

My then Congressman, Representative Frank Wolf, will not respond
to a letter and 182 pages of documentation that I put in his hand

who does he respond to?

Could it be that money talks?

My current congressman, Tom

Mr. Davis was evidently too busy chairing the congressional baseball
investigation to be concerned with energy issues. Shawn, from his
office, called concerning the source for a water-fueled car in
Japan<x-msg://393/files/Japan%20water%20car.wmv>. During 10/07 a
message was left for Sean concerning a DVD with examples of
water-fueled automobiles, the call was not returned. On 10/24/07,
using Representative Daviss website, an email was
sent<x-msg://393/files/Davis%20email%202%20%2010.24.07.pdf> offering
the DVD. No response from Mr. Davis, guess he doesnt want to know
about technology that will greatly reduce our dependence on foreign
oil. At a public meting in Prince William County earlier this year
a DVD with 8 examples of water-fueled automobiles and other devices
was put in his hand, no response after the meeting.

The Governor of Virginia critiqued the presidents recent, February/06,
state of the union speech saying repeatedly, "Theres a better way."
I commented on the critique; apparently, the governors "Theres a
better way" is to ignore comments<x-msg://393/files/VA%20gov.pdf>
from Virginia citizens. Recently another letter was sent to the
governor<x-msg://393/files/Va%20Govorner%203.11.08.pdf>, a response
was received<x-msg://393/files/gov-va-response.pdf>. Also VA state
Senator Colgan<x-msg://393/files/Colgan%203.11.08.pdf> and Delegate
Marshall<x-msg://393/files/Marshall.pdf> were sent similar letters,
they did not respond..

The President, on 12/18/07, signs<x-msg://393/files/pres%20comments5.doc>
"Energy-Independence and Security-Act of 2007"

In a 11/19/07 Newsweek article<x-msg://393/files/Toyota%20article.pdf>,
a Toyota representative says achieving 35-mpg "is not technology
achievable.".

Evidently this representative didnt get the memo about the
104-mpg<x-msg://393/files/104mpg%20Toyota.pdf> 2002 Toyota available
in Europe.

On 11/11/07 communications were sent to every Democrat and Republican
candidate for president offering a free computer disk with videos
of six automobiles that burn only water for fuel. The office of one
candidate, Edwards, responded, they did not respond to follow-up
email. It appears that water is not a politically correct solution
for energy independence. Multiple requests for funds were received.

In January 2007 Dominion Energy sent a "Doom and Gloom" letter to

The Dominion CEO did not respond and only one of the five Commonwealth
of Virginia legislators receiving a copy responded. I wonder if the
fact Dominion contributed, during 2006/2007,

legislators could have influenced 4 legislators not to respond. An

the editor of the Dominion newsletter included with the bill, he
did not respond.

In April/06 Secretary Rice testified before congress, one of her
comments concerned relying on technology to resolve energy issues.

Secretary of Transportation Mineta was asked to explain the wide
difference between achieved mpg and the CAFI standards. Secretary
Mineta did not respond to my letter<x-msg://393/files/DOT2.pdf>.

All House members of The Committee on Energy and
Commerce<x-msg://393/files/House%20members.pdf> were sent letters
and a CD duplicating this web page (3/27/06 version). No response
to letters<x-msg://393/files/House%20Letters.pdf>.

All Senate members of Senate Energy & Natural

sent letters<x-msg://393/files/Senate%20letters.pdf> and a CD

list political candidates for office and major media for a particular
state. So far, all candidates for federal office with email, except
for sitting members of congress, and where possible, also media in
all states were contacted (2006).

Approximately 40 federal candidates and only 2 media responded.

Do I believe there is a conspiracy of silence concerning decades
old and current energy technology? Yes, I have experienced this for
more than 26-years.

On 10/16/07 certified mail was sent to local papers, Potomac
News/Manassas Journal Messenger. The mail was not picked-up until
11/16/07<x-msg://393/files/MJM%2010.16.07.pdf>. Previous to these
two papers being combined they did publish some information about

AAA World, in the November/December 2007 issue, published the article
"Your car and U.S. Energy Policy- Things you Need to Know". AAA

to that article.

Previous attempts to respond to AAA World articles were also not
published.

stolen from me in 1986.

This is because in those cases I am working from very poor copies
of the original material. In 1986, an intern reporter for the
Washington Times visited me, he wanted to take my material back to
the paper to make copies.

What he did was steal my material and take it back to college with
him. Had it not been for an Editor at the Washington Times and the
Dean at this interns school, I would have lost a lot of my collection
of energy material.)

1) Some folks at Shell Oil Co. wrote "Fuel Economy of the Gasoline
Engine<x-msg://393/files/Shell%20Oil%20book%20GM.pdf>" (ISDN
0-470-99132-1);

it was published by John Wiley & Sons, New York, in 1977. The
Library of Congress (LOC), in September 1990, did not have a copy
of this book. It was missing from the files. I bought a copy from
Maryland Book Exchange around 1980 after a professor informed me
that it was used as an engineering text at the University of West
Virginia. On page 42 Shell Oil quotes the President of General
Motors<x-msg://393/files/Shell%20Oil%20book%20GM.pdf>, he, in 1929,
predicted 80 MPG by 1939. Between pages
221<x-msg://393/files/Shell%20P221.pdf> and
223<x-msg://393/files/Shell%20P222.pdf> Shell writes of their
achievements:

49.73 MPG around 1939; 149.95 MPG with a 1947 Studebaker in 1949;
244.35 MPG with a 1959 Fiat 600 in 1968; 376.59 MPG with a 1959
Opel in 1973 (Photographs of the Opel, taken in April/07 are
here<x-msg://393/files/shell%20photos.pdf>.) Note the insulation
added to the engine,

2) Virginia Polytechnic Institute (VPI) published a

maximum achievable fuel economy. This paper has several charts
illustrating achievable and impossible fuel economy. About 1980
the author was contacted concerning conflicts between the paper and
documented achieved "impossible"

mpg. The author said, "I will get back to you." I am still waiting
for his response.

3) The book "Secrets of the 200 MPG
Carburetor<x-msg://393/files/200%20mpg%20%20carb%20.pdf>" is by
Allan Wallace and was available, about 198(?), from Premier
Distributing, 1775 Broadway, NY, NY, 10019. Page
18<x-msg://393/files/1936%20Ford%20test.pdf> has photocopies of
three 1936 tests by the Ford Motor Co. (Canada) of the Pogue
carburetor, U.S. Patent
#2,026,798<x-msg://393/files/2,026,798%20Pogue.pdf>). The worst
case test achieved about 171 MP(US)G. In 1972, NASA was granted a
patent<x-msg://393/files/3640256%20NASA.pdf> for a similar functioning
device.

I can not provide any other publishing information from this book.
It is among the material stolen from me in 1986. My copy of page
18 is very poor.

4) Argosy Magazine<x-msg://393/files/Argosy%20cover.pdf>, August
1977, has a five-page article (text copy
here<x-msg://393/files/ARGOSY%20OCR.pdf>) about Tom Ogle and the
media witnessed test of the "Oglemobile". Tom Ogle, on that test
run, achieved more than 100 MPG in a 4,600 pound 1970 Ford Galaxie.
When I attempted to find a copy of that Argosy Magazine, it was
missing from LOC files in 1980. Argosy ceased publication, I was
informed, a short time after the Ogle article was published. I could
not find a copy of that Argosy issue at any library within 200 miles
of my home. An editor with the company that purchased Argosy found
and mailed a copy to me. While attempting to verify statements in
the article, I spoke with Doug Lenzini (SP?) with the EL Paso Times.
Mr. Lenzini informed me that he knew Tom Ogle, and the Oglemobile
achieved more than 200 MPG. When I contacted the El Paso NBC
affiliate that filmed the test run described in the Argosy article,
I was informed that the person who had filmed the test had left the
station and taken all the records.

A) The Ogle U.S. Patent, #4,177,779<x-msg://393/files/4177779%20Ogle.pdf>,
has this statement<x-msg://393/files/4177779%20Ogle2.pdf>: "I have
been able to obtain extremely high gas mileages with the system of
the present invention installed on a V-8 engine of a conventional
1971 American made automobile. In fact, mileage rates in excess
of one hundred miles per gallon have been achieved with the present
invention." According to the Argosy article, a Shell Oil Co.
representative asked Ogle what he would do if someone offered him
$25 Million for the system. Ogle responded "I would not be interested"
He later said, "Ive always wanted to be rich, and I suspect I will
be when this system gets into distribution. But Im not going to
have my system bought up and put on the shelf. Im going to see this
thing throughthat I promise." According to an article in The
Washington Post Parade Magazine<x-msg://393/files/Ogle%20death.pdf>,
March 4, 1984, Tom Ogle died of a drug and alcohol overdose in 1981.
Other articles concerning Tom Ogle can be found in the El Paso

carburetor. There are hundreds of patents for similar devices. You
would think the automobile industry would utilize some of them to
increase sales and reduce reliance on oil. Or is there some other
reason devices of this type are not used?

6) During the mid 70s, physicist Don
Novak<x-msg://393/files/NOVAK%20WP.pdf> traveled all over the U.S.
lecturing and teaching in his
seminars<x-msg://393/files/NOVAK%20SEMINAR.pdf> how to achieve 100
MPG. He also testified, October 15, 1979, before a Wichita, Kansas,
Congressional Committee<x-msg://393/files/NOVAK%20Committee.pdf>
on "Reinventing the Automobile". I have known Don for many years.
Once he brought to my home, in the late 70s, two carburetors; one
got more than 200 MPG and the other more than 100 MPG. I contacted
a local politician, who lives in my town, and was on the Virginia
Energy Subcommittee; I tried to have this politician meet Don and
see the carburetors. The politician was not interested.

7) In the London, England, Daily Telegraph, 10/20/83, on page 9,
there is an advertisement for a production Peugeot Diesel that gets
52.3 MPG<x-msg://393/files/Peugeot%20MPG.pdf> in urban driving.
The model 205 Diesel gets 72 mpg at 56 mph. In the Washington Post,
9/19/83, page 37(?) is the 1983 U.S. EPA fuel economy list of various
vehicles. The Peugeot USA models get between 21 and 27
MPG<x-msg://393/files/Peugeot%20EPA.pdf>. The Washington Times,
8/9/91, published an article, "Gas saving engines hit streets in
fall." This article is about two engines, the Mitsubishi MVV engine,
and the Honda VTEC-E. According to the company spokesmen, the
Mitsubishi will get up to 50 MPG; the Honda, up to 88 MPG. I
visited a local Honda dealer and got a brochure on the production
automobile with the VTEC-E engine, the specified MPG, as I recall,
was 53 MPG. I know of no produced Honda that gets 88 MPG. I have
no information on the production Mitsubishi MVV engine. I wonder
if there is something that happens to fuel economy when an automobile
is transported to the USA. Is it possible that these engines
"un-tweak" themselves during transit? In 2002 an English newspaper
article reported a 104-mpg<x-msg://393/files/104mpg%20Toyota.pdf>
Toyota and 94-mpg VW/Audi vehicles. In 2003 another English newspaper
tested a 75-mpg<x-msg://393/files/75%20mpg%20Toyota.pdf> Toyota
diesel. Do you wonder why these vehicles are not available in the
USA? You might ask your Member of Congress for an explanation.

8) The U.S. Government supported (Grant No. DTNH22-91-Z-06014) a
study of automobile fuel economy by the National Academy of Sciences.
This study, "Automotive Fuel EconomyHow Far Should We Go?" (ISBN
0-309-04530-4<x-msg://393/files/Automobile%20Fuel%20Economy.pdf>), was
used by the staff of my then Congressman George Allen, to refute
documentation proving that an automobile had exceeded 376 MPG.
Nowhere in this "fuel economy study"

is there any reference to the work of Shell Oil Co. or any other
reference that could refute the conclusion of this report. The
report concluded, Page 4, a subcompact car might achieve between
39 and 44 MPG by model year 2006.

This is a difficult position to defend since Peugeot, in 1983,
advertised a 72-mpg<x-msg://393/files/Peugeot%20MPG.pdf> vehicle.
Many committee meetings were held from May 15, 1991 to December 14,
1991, prior to the April 1992 publication of this report. Prior
to publication of this report, I previously sent documentation to
several participants of these meetings. The documentation proved
that automobile fuel economies of between 49 and 376 MPG were
achieved. None of the participants responded to my letters.

sent to members of organizations participating in these meetings,
they are; John Koenig, Product planning Manager, Toyota Motor Co.,
on 3/18/91; Peter Clausen, Union of Concerned Scientist, on 10/28/90;
John Morrill, American Council for Energy Efficiency, on 10/4/90.
None of these people responded to my letters. I know that at least
one of my letters was received. The Union of Concerned Scientist
keeps asking me to financially support their organization.

9) An article "Automakers Move Toward New Generation Of Greener
Vehicles<x-msg://393/files/Greener%20Vehicle.pdf>" was published
in "Chemical & Engineering News", August 1, 1994. This article is
about "The Partnership for a New Generation of Vehicles", a partnership
between the U.S. Government and the auto industry that has a goal
of an 80 MPG automobile by 2002. In 1992 a
government-funded<x-msg://393/files/Automobile%20Fuel%20Economy.pdf> study
concluded that a subcompact car might get between 39 and 44 MPG by
model year 2006 (See #7 above). In 1994 the goal is 80 MPG by 2002.

(Toyota<x-msg://393/files/104mpg%20Toyota.pdf> and VW/Audi exceeded
this goal in 2002.) Is it possible that someone read the Shell Oil
book? Or could someone have actually read my February 13, 1992
letter, and 95 pages of documentation, sent to then Candidate
Clinton. I wrote, September 8, 1994, to Deborah L.
Illman<x-msg://393/files/CHEM&ENG.pdf>, the author of the article,
and to the editor, Michael Heylin<x-msg://393/files/C&E-EDIT.pdf>
of Chemical & Engineering News, on September 11, 1994. No response
was received from them. On September 11, 1994, I also wrote to
Mary L. Good, Under Secretary for
Technology<x-msg://393/files/COMGOOD.pdf>, (USA) Department of
Commerce.

I received a response from Ms. Good. It was an undated, un-addressed,
form letter<x-msg://393/files/DoC%20Response.pdf>. I guess the
fact that a vehicle could get 376 MPG or burn water for fuel would
not be a politically correct finding. How could someone explain
to the American people that it was necessary to send more than
600,000 of our citizens to the Mid-east to defend oil wells if this
information was public knowledge? Do you remember the 1963 Chrysler
Turbine<x-msg://393/files/FC%20Turbine.pdf> car? Here is another

in the car.

10) Hybrid Diesel/Electric automobiles (A Diesel/Electric locomotive
uses the same principle.) The Manassas Journal Messenger, April
4, 1981, has an article about a MG sports car converted by San Diego
State University. The car gets 110 MPG<x-msg://393/files/110%20mpg.pdf>.
The Steven R. Reed Automobile Manufacturing Corp., Newport Beach,
CA, issued a press release dated February 14, 1983. This release
announces the February 23, 1983 showing of the
200-MPG<x-msg://393/files/Reed%20Ltr.pdf>, two-passenger, II
Millennium Cruiser at the Ambassador Hotel. The press release also
states that the company will file "... a major class-action lawsuit
involving a considerable number of giant American corporations
within the automotive and petroleum industries, plus numerous
branches and agencies of the U.S. Government responsible for
regulating these companies." Don Novak informed me that when none
of the major news media attended the Millennium show, the company
drove the car to CBS Television, Los Angeles, and parked it on the
lawn. No one came out of the building to inspect the car. Don
also stated that the president of the Steven R. Reed Corp. has been
in hiding for some years..

11) Mother Earth News, November/December 1977, has an article "Can
This Transmission Really Double Your Cars
Mileage<x-msg://393/files/Carman.pdf>?"

This article is about a Ford Granada modified by Vincent Carman of
Portland, Oregon. In simplification, Mr. Carman removed the
transmission and drive shaft from the car and bolted a hydraulic
motor to the differential. He then bolted a hydraulic pump to the
engine to pressurize a storage tank. The storage tank is also
pressurized when the car brakes or slows down. The article states
that the U.S. Post Office is interested in a whole fleet of vehicles
using this principle. In 1990, after reading an article in "Federal
Times", I contacted Mr. Robert St.Francis, U.S. Postal Service, who
was searching for alternative fuels for use by the Post Office.
Mr. St.Francis said that he had never heard of Mr. Carman. I wrote
two letters, October 18 & 21, 1990, to Mr. St.Francis concerning
Mr. Carmans vehicle. I received no response. Another article in
Mother Earth News, March/April 1978, titled "This Car Travels 75
Miles<x-msg://393/files/75%20mpg.pdf> on a Single Gallon of Gas",
is about a project by the Minneapolis Minnesotas Hennepin Vocational
Technical Center that converted a Volkswagen to a system similar
to that of Mr. Carman. The idea for the conversion came from a
1920 magazine article.

The car, with a Bradley GT body and a 16-horsepower Tecumseh engine
(The original VW engine was too powerful), achieved more than 75
MPG at 70 MPH.

Could we combine the technology of Tom Ogle, 200 MPG, and the

12) The St. Paul Pioneer News, August 22, 1990, has an article about
a group that 11 years previously modified a Dodge half-ton pickup
furnished by a local dealer. This modified truck got more than 35
MPG<x-msg://393/files/Dodge%20truck.pdf>. Test stopped on this
modification when a member of the group was told that he would
receive a pair of cement boots if testing continued.

A) Popular Science, about 1978,9(?), published an article "Hydrogen

This article is about the work of Dr. Helmut Buchner of Mercedes-Benz.
He is quoted "We are ready now. We could save our city of Stuttgart
over one million gallons of petroleum fuel a year by converting its
fleet of 300 urban busses to run on hydrogen. Heatingand air
conditioningwould be free spin-offs, consuming no extra energy."

B) Popular Science, March 1978(?), published an article "Hydrogen
-demonstrates fuel of the future". This article is about the work
of Dr.

Billings<x-msg://393/files/Billings.pdf>, Billings Energy Corp.,
Provo, Utah.

and others. The article states that a home, all the appliances, and
vehicles, can be run on hydrogen. Dr. Billings converted a Cadillac
Seville for duel fuel use. This Cadillac, burning hydrogen, was in
President Carters inaugural parade. I had a photograph of Dr.
Billings drinking the exhaust, water, from one of his engines.

C) A Japanese inventor, with more than 2000 prior patents, plans
to run automobile engine on water<x-msg://393/files/Japan%20Inventor.pdf>.
A Gulf Oil advertisement in Discover magazine, Feb.19??, concerning
Hydrogen fuel. Note the statements concerning Hydrogen energy content
by Gulf oil in the advertisement and an article in the same magazine
issue<x-msg://393/files/Gulf%20Oil.pdf>. Ballard Power Systems has
demonstrated Hydrogen fuel cell technology for vehicles since
1997<x-msg://393/files/Ballard%20Power%20Systems.pdf>. Patents for
decomposing water into hydrogen and oxygen for use as fuel are not
new. See the Boisen Patent

and a 106<x-msg://393/files/603,058.pdf>-year old patent for another
process to extract fuel gas from water.

D) Do you remember the NASA 1998
Moon<x-msg://393/files/ICE%20on%20Moon.pdf> probe that was looking
for water? The plan was to separate some water into oxygen and
hydrogen. The hydrogen would be used as fuel. Yet in
2004<x-msg://393/files/Navy%20%20diesel%20fuel%20cell.pdf>, the
government is developing a fuel cell that will extract hydrogen
from diesel fuel carried by navy ships. Does this make any sense
when the ship is floating in a mixture of 66% hydrogen? Why not use
the method that NASA was going to use to extract hydrogen from Moon
water? You might ask your Member of Congress for an explanation.
My members of Congress will not respond.

E) A company, AEC Technology<x-msg://393/files/AEC%20TECHNOLOGY.pdf>,
has developed a process to extract hydrogen from water that requires
no input of power. This company has partnered with UTC Fuel Cell
that will use this process to run devices. One device, per the web
site, will have a reciprocating engine, similar to the one in your
car, generating electricity for your home.

fuel cells to NASA since the 60s.

F) In the mid 80s a videotape was received from a company in Florida
making Aquafuel from water. This tape, among other things, has an
automobile and electric generator running on this water fuel. The

process could have reached the market within the last 20-years. A
recent goggle search for Aquafuel returned 812 results.

office years ago, when they still had the open stacks of "shoe
boxes". While there, I read the application files for the Papp
patent, #3,670,494<x-msg://393/files/3670494%20Papp.pdf>. Papp
applied for a patent on his engine, and the patent office, after
consultation with the old Atomic Energy Commission, refused to give
him a patent because his device could not possibly work. Papp
responded with test results, photographs and depositions from, I
think, 16 people. Papp said that maybe the patent office didnt know
how his device worked, and that they also didnt know how the atomic
bomb worked, but used it anyway. This statement is on his patent
"...2. To provide a two-cycle reciprocating engine which does not
use fuel intake valves or exhaust valves, does not require an air
supply and does not emit gasses. 3. To provide a precharged engine
of the character stated in item 2 capable of generating power for

mechanical breakdown without the addition of fuel injection of air

16. Permanent Magnet Motor. Howard Johnson was granted U.S. Patent
# 4,151,431, for a motor that is powered only by permanent magnets.
An interesting thing about the first page of this patent is the
chart of a magnetic field VS electromechanical coupling. The chart
is from U.S. Patent # 4,151,432 which has nothing to do with the

and Mechanics, Spring 1980, published an article " Amazing

the Johnson patent. The article tells of his difficulties in having
the device patented. The patent problem was solved when Johnson
took working models of his device to the patent office. The magazine
Science 83, May, published an article ridiculing perpetual motion
machines, one of them was the Johnson motor. The Science article
purports to quote from the prior Science and Mechanics article about
Johnson. Because had both articles, I compared them, then called
the author of the Science 83 article. When I stated that the
information that he quoted was not in the prior article, he hung
up saying "I will not be interrogated by you." The editor of Science

me. Others have informed me that there is three other permanent
magnet motor patents. Japanese electrical

to build to your specifications, an electric generator also more

17. The Moray device. Tom Moray, in the late 20s, had a device that
could sit on a kitchen table and produce 50,000 Watts of power from
a field that surrounds the earth. Many people endorsed the operation
of this device.

Morays son, John, after the only copy of his fathers book was stolen,
wrote a book "The Sea of Energy in which the Earth

18. The Energy Machine of Joe Newman. I have spoken with Joe many
times over several years. He has published the seventh edition of
"The Energy Machine of Joseph Newman" (ISBN 0-9613855-7-7) The book

I have no doubts that his machine works as he describes it. To learn
of the problems that this man has had with "The Establishment" read
his book. Joe filed suit against the U.S. Patent office because

According to Joes book, pages 274 to 279, the Court appointed a
Special Master, Mr. William E. Schuyler, a former Commissioner of
the U.S. Patent Office, to advise the Court. The findings of the
Special Master were that Mr. Newman had invented a machine that had
more output than input. The Court refused to accept the findings.
I urge you to read this 471-page book. This machine is not "bogus"
as stated by others. On February 5, 1996, I was one of several
hundred people, in Mobile, AL, to see the Newman Energy Machine in
operation. The machine was pumping water while running a power

Congress. One of the things he said was that an oil company was
developing a process to extract oil from coal. We have, according
to a USGS report, enough coal to last "another few hundred

inform Congress that a government employee developed a similar

prior to 1860 more than 50 plants were extracting oil and gasoline

used coal for 75% of the oil needed during WW2.

dependent on foreign oil. All our government has to do, to take

Obama's regime and faux environmentalists around the globe have
been gung ho over big wind power farms for years now. And every
time anyone takes a close look at the economics and the details of
wind energy, they come back to the same fact -- wind doesn't work.

The operating characteristics of turbine and generator mean that
only a small part of wind energy can be captured.

Wind power is also intermittent, unreliable and hard to predict.
Therefore large backup or storage systems are required. This adds
to the capital and operating costs and increases the instability
of the network. Wind farms are uniformly hated by neighbours and
will not be willingly accepted without heavy compensation payments.
Their noise, flicker, fire risk and disturbing effect on domestic
and wild animals are well documented.

The wind is free but wind power is far from it. Its cost is far
above all conventional methods of generating electricity. Either
taxpayers or consumers will pay this bill.

...Electric generators achieve maximum efficiency at their design capacity.

This is planned to suit the "average" wind speed, and the generator
produces maximum safe output at this speed. If the wind drops, so
does the power generated. If the wind rises, the energy generated
is limited to the design capacity of the generator (by varying the
pitch of the blades) and at some point the generator is shut down
to prevent burnout. So the generator cuts off all the high-energy
infrequent wind, in order to capture the maximum energy from the
winds expected by the turbine designers at that location. These
unavoidable operating characteristics of the turbine also reduce
the power generated.

...Wind energy promoters usually quote the maximum attainable output as the
capacity of the wind farm. This is the maximum power that could be
produced if ideal winds blew all the time at all turbines (the 100%
level in the figure above). However, this needs to be multiplied
by the "capacity factor" to get the actual power likely to be
generated. Because of the variable winds and the energy unable to
be captured by the generator, the capacity factor lies in the range
25% - 35%. However it can be much lower. UK offshore wind rarely
exceeds 20%.

In summary, wind power is very dilute and it takes a huge area of
land to collect significant quantities of energy. Then vagaries of
the wind mean that only a small proportion of the wind energy can
be captured by the blades. Then only a proportion of this energy
is converted by the electrical generator into electrical energy.

...In the recent frigid snap in Britain end 2011, when power demand was at a
record high, the average power generation from Britains wind
developments the majority of which are in Scotland was just about
11% of the total possible of 2,430 MW. On 30 Dec 2010 UK's 3,000
operational wind turbines produced only 0.04% of the countrys power.
There were days when the contribution from Scotland's forests of
wind turbines was precisely nothing.

At times it was even worse than that. As the temperature fell to
record lows, the wind turbines had to be heated to prevent them
seizing up. So, at a time when all Britain needed every bit of
power, the wind industry was using more electricity than it generated.

...Depending on the vagaries of the weather, wind power produces anything from
zero to 100% of design capacity. This change can come in a short
time and affect large areas of land. Therefore, to maintain grid
stability and the ability to supply customer demand for continuous
electricity, every wind farm has to have a backup generating facility
for 100% of the wind capacity, and this backup must be able to swing
into production immediately.

It is even worse than that. Suppose a wind farm is producing an
average of 50 MW, but varying from zero to 100 MW. The backup has
to be able to handle both changes, namely a drop of 50 MW and an
increase of 50 MW. So basically, you have to have 100 MW capacity
on spinning reserve, but running at 50% so that you can increase
or decrease power by 50 MW. So the backup facility has to have TWICE
the real rated capacity of the wind farm. Imagine what this does
to the capital, operating and maintenance costs if the power company
is forced to include wind power in its inventory.

Only hydro power and gas have the ability to sit idle until needed
and then swing into production swiftly. Coal and nuclear could do
it but at great cost all fired up, idling, using fuel, but not
producing saleable electricity.

Even for gas or hydro, a backup facility incurs the full additional
capital cost which has to be recovered from a lower output of
electricity. Any sensible person would say "If we have to spend all
that capital to build a gas/hydro power plant, why not use the
reliable plant full time and forget about the costly, intermittent
and un-predictable power from wind towers?"

The unreliable Danish wind farms only survive because they call on
hydro power from Norway and Sweden to step in at short notice when
wind fails. Then they sell excess wind power produced at times of
low demand back into the Scandinavian grid.

...A wind tower is a massive industrial plant. Each turbine requires a
foundation of almost 1,500 tonnes of concrete and a base of about
5 acres.

Each structure stands nearly 200 metres tall and they could be as
close as 140 metres apart. UK has a plan to generate 30% of its
electricity from renewables by 2020. For wind power to do this would
require about 15,700 wind towers. At 140 metres apart, they would
stretch from the north of Scotland to the south of Spain.

...And it is unsafe anywhere near them. Lumps of ice, burning embers, and
broken blades get slung off and towers collapse. In one case, a
broken blade was flung through the window of a house over 5 km away.

...Danish electricity consumers pay higher prices than any other Europeans.

And well before they could repay the initial capital, the wind
towers are reaching the end of their life and will need to be
replaced. Not one coal power plant has been replaced by wind power.
It is doubtful if all this community pain and suffering has reduced
carbon dioxide emissions. It has certainly caused no measurable
improvement to global climate and has brought great environmental
damage and human worry. The sorry story of wind power in Denmark
is mirrored in Spain, Hawaii and California. _

are taking commercial in a 10 kW heater at a cost of 1 cent per
kW-h.

details about his invention. I have recorded over 30 minutes of
questions and answers that in the days following the interview I
summarized in the following text. On the basis of a gentleman's
agreement I also was given a number of clarifications, off record
and confidential, which reinforce my belief that people - and there
are many- that think this has something to do with a hoax are like
a half mule and half ostrich.

22PASSI - Congratulations Mr. Rossi, the news of the invention of
the E-Cat has been prominent in Greece where the Newco that assumes
responsibility for it's production and marketing, Defkalion Green
Technologies of Athens, is located. I imagine that Prof. Christos
E. Stremmenos has to be played as a sponsor, who was an opponent
of the regime of the colonels, former Ambassador of Greece to Rome,
Professor of Physics at the University of Athens, and practically
a national hero in Greece. In Italy the media have largely ignored
the news and discussed it only on the web, often bitterly. The
questions that I'm inspired to ask address the doubts and criticisms
that I have picked up on the internet. For example, a very controversial
question is if the E-Cat can be considered safe.

ROSSI - The 10-kW modules we produce are safe and for years now we
have been testing and using them with no problems. All possible
measures of radiation from the reactor have been taken and the
modules have always demonstrated the utmost safety. We control it
as we want, switching it on and switching it off and we get power
on and power off. It can never exceed a certain power because we
have designed it so that there can be no Nickel-Hydrogen reaction
above the safety limits and, above all, there is no radiation outside
of the reactor significantly over the background level. It is true
that with our current state of knowledge we do not know what would
happen if we started scaling up the reactor from 10KW to 1000KW.
In fact, we take care not to do so. To obtain higher power production
we combine the modules in series and parallel, as if they were
batteries. A 10 KW reactor connecting in parallel increases the
amount of energy produced at a constant temperature and putting
them in series multiplies the amount of energy produced at increasing
temperature, because you multiply the TD. Combining the two
architectures, parallel and series, you can get what you want and
stay strictly in the same safety parameters.

22PASSI - We always talk about thermal power, right?

ROSSI - yes, when converting to other forms of energy there will
be a loss of efficiency. In the Carnot cycle efficiency is usually
between 30% and 35% depending on the efficiency of the system, this
means that if we convert 1MW of thermal power we can get 300-350
kW electric and thermal energy.

22PASSI - Then we could produce both heat and electricity at the
same time..

ROSSI - With the Carnot cycle this is so. Of course nothing is
created and nothing is destroyed: the energy balance should be 100.
However, if out of 100KW of heat 35 KW of heat was converted into
electricity and the other 65KW of heat remained, then you would
lose a few percentage points in conversion.

In summary, if the E-Cat provides only thermal power directly, only
a heat exchanger is needed and you're done. If you need electricity
only a portion of the thermal energy can be transformed into
electricity, but you will also have the heat that remains.

22PASSI. Then a small village of 50-100 families with a 1 MW unit
could be made more energy independent in terms of heating and
electricity.

ROSSI. Ah yes, this certainly.

22PASSI - If I understand correctly, once enough power is given to
the reactor to ignite (in Bologna there was talk of 1-2kW), in this
setup the machine might operate autonomously, without a power outlet
or battery as the power input (on the order of 0.4 kW / h) is well
within the approximately 3.5 kW electricity obtainable.

ROSSI - Certainly. There remains, however, the problem of the drive
(control system) that is still a little more complex: each reactor
has implemented an electrical drive for safety reasons and much be
attached to a current line.

Precisely because of these controls, we can ensure that there are
no safety problems inherent in our E-Cat from 10 kW, as well in our
unit from 1MW, consisting of 100 reactors from 10kW each of which
has its own control system.

From 10 kW to 1MW we are able to maintain the level of safety gained.

22PASSI - the fact remains that there is still a scientific explanation
of what happens inside the machine. If you do not know this how can
you be sure you can control the reactor in every condition, even
the most unpredictable?

ROSSI - Well, first of all we have a pretty good idea of the
theoretical reasons why the machine works. Many things remain to
be specified and we are working in collaboration with the University
of Bologna. But you see, even in the normal combustion of wood
exactly what happens in reality, nobody knows.

That is all the various and successive reactions that occur between
the chemical formulation of departure and the chemical formulation
of the final products of combustion we do not know exactly. However,
designing combustion chambers in terms of safety is possible because
you know what is the initial situation and what is the final
situation. All of the security measures result from this. So, for
example, we use more shielding than what would be sufficient, and
we get a surplus of security as it is used in any plant.

22PASSI - This means that the gamma rays that Prof. Villa has
reported found during the experiment on January 14, were simply not
well shielded and made it out of the machine?

ROSSI - With the University of Bologna we will proceed to do in-depth
work on the range of radiation. The range of radiation that exists
is necessary, because if it were not there, we would not have energy.
It is a problem not only of shielding but also positioning counters.
There are the greatest prudence in this moment on this point, at
least until the patent will be approved. We have made internal
measurements of the range of radiation produced, but we try to
ensure that others do not, because measuring the range of radiation
gets - as if to say - the fingerprint of everything that's inside
the reactor.

22PASSI - What did you say to Celani during the press conference
of January 14...

ROSSI - Yes, why at one point I asked him politely (to Professor
Celani) to turn off his meter is just that I know how smart... until
I saw that it was checking into whether there was some trick I have
left to do, because in a nutshell its purpose, with the machine
that was brought, was to check if we had hidden inside the reactor
any radioactive substance that was the real source of heat. In this
case the issuance of the range of radiation would have been constant
and precise, while in the case of the range of radiation that was
measured there it was a discontinuous emission, crackling, what
Celani encountered.

22PASSI - Forgive me if I repeat, this seems a fairly controversial
issue, but how do you reconcile the statement that you have a fairly
accurate idea of what is happening inside the machine with the fact
that at the time the first theoretical model was formulated Focardi
denied his lack of Gamma (I am referring to the report Prof. Villa)?

ROSSI - In a nutshell for very nicely measuring the range of radiation
we should create a 360 degree hole in the reactor to allow the meter
to read what's happening there. But what that implies is giving
away the technology completely in the hands of a person prepared
to interpret the data. To design the systems security anti spy
technology of this kind is not enough to surround himself with
collaborators honest and like ... I myself, Andrea, would be in
crisis if someone were to say "we will give you a figure that will
change your life overnight and your next five generations in return
for telling us..." An offer of this kind would severely test even
the honesty of a Saint.

22PASSI - Then let me ask you how you would react if they were to
make you the same offer to never produce the E-Cat?

ROSSI - One must be in the situation to know how you would answer...
But I can tell you that this project is my life and for me is
priceless.

22PASSI - Let's go back to the reasons for your caution, we are
talking about secrets of the other elements in addition to the
nickel and hydrogen involved in the reaction? This is what would
be revealed due to a thorough analysis of the range of the radioactive
spectrum, right?

ROSSI - Of course, just that.. the composition of the powder inside
of the machine is the essence of the reaction, because using only
nickel and hydrogen nothing comes out. So what compromise did we
make? I had to put Professor Villa's counters in a second position
and angle that I thought could be safe, to see something but not
too much, but I was so careful that eventually the counters did not
pick up anything. This is the problem.

22PASSI - Can you tell us at which point of the patent process is
this technology? You are in the finishing straight yes or no?

ROSSI - I think yes, although of course the only certainty I have
is when our lawyers (the Study Cicogna of Milan) will inform us the
happy ending. I heard the lawyer. Stork a week ago for clarification,
after the nuclear chemist Camillo Franchini had leaked the news
that our patent was rejected in a bad way. The lawyer replied that
he should have been warned first if this really happened, it has
controlled half an hour later he phoned me reassuring me that those
rumors were just crap! Evidently, Camillo Franchini was referring
to disputes concerning the first phase of the trial in the Patent
Office.

22PASSI - When one makes a machine like this and wants to put it
on the market beyond the approval of the patent what other permits
do you need? Could a problem arise due to the fact there is still
not a theoretical model?

ROSSI - So, our client has already obtained the Greek permissions
for the machine to be produced. For safety reasons we must provide
scientific proof of the fact that the plant does not give rise to
emissions of radiation and work in controlled conditions of pressure
to stay within certain energies. The moment we show that we can
perfectly control the pressure and temperature of the process, we
will have no more problems. Lets go back to the example of combustion,
as we said before: no one knows exactly what happens. Not only that,
I'l tell you more, how atoms work, no one really knows if she takes
one of the most recent testing of atomic models, the Marhoon, there
is a chapter where you read "may be so, but might not be so." If
the lack of a theoretical model would be a reason not to authorize
the E Cat then at this point many machines used in nuclear medicine
should not be permitted. For example, a PET (Positron Emission
Tomography) machine, is theoretically, a very dangerous machine.
How to work exactly the nuclear reactions that lead to the operation
of these machines do not know for the simple fact no one knows how
the nucleus of an atom functions. CERN has made that immense ring
just to try and start to truly understand how atoms are made, because
they do not know. But the PET using the same, regardless of the
theoretical aspect (which is far from clear) you know the radiation
that comes out during a scan and that the danger is under control.
The same thing we do: the radiation coming out of our reactor is
perfectly controlled, we have made thousands of measurements, we
have made with the same experts who make the controls on the machines
used in nuclear medicine.

22PASSI - I guess the day when the nuclear physicists and chemists
will find a scientific model to explain what is happening inside
of the machine at that point will be implemented and developed. We
are just at the beginning of a new technology, like the first
internal combustion engines of more than a century ago compared to
today.

ROSSI - Absolutely. the example is right: in 1905 to assume an
internal combustion engine that produced the power of hundreds of
horses would be pure utopia, they would say "you are crazy, this
shit here is a bomb." Let's say that today we have scaled the machine
to be secure in proportion to the knowledge we have. A century ago,
the chemistry of combustion of oil in the cylinders was largely
unknown, but the engine turned and they were sure, because at those
powers of a few horsepower there was no problem.

22PASSI - We change subject, at the end you have chosen to produce
abroad instead of in Italy does not surprise me ...

ROSSI - No, in Italy, I will not do anything, apart from the research.
Today I find myself in Italy because I'm working with the University
of Bologna, otherwise I would be in the United States.

ROSSI - In the US we have a factory producing reactors. In Greece

there will be a factory in Greece and another in the United States?

Yes, that escaped, the United States there is already a factory.
The reactors that have been produced now and the first units of the
1MW plant are being built in the plant we have in the United States.

22PASSI - So the unit of 1MW that will be presented in October will
be built in the US and brought to Greece?

ROSSI - Exactly. In Greece, we are now preparing the plant that
will produce for the European market, I suppose, but that will
depend on what the board of Defkalion Green Technologies decides.

22PASSI - At this point can you tell us who are the investors from
Europe and the USA?

ROSSI - I'm sorry, they want to remain anonymous. We do not work
to satisfy the curiosity of people, but work to produce machines
that work and respect the will of those who put up the capital. I
can only add that they clearly know very well all the secrets of
the machine and is precisely why they decided to invest in it.

22PASSI - Confirms that the first customers will be private industries
and not?

ROSSI - Absolutely Yes. Also, because back to the discussion about
safety, it is one thing to obtain permission to use these devices
in an industrial situation, where there are adequate facilities and
equipment and specialized personnel. An account is a house hold
appliance that is bought at any department store and put in any
apartment. It is evident that both technological development and
approvals and certifications necessary to produce the appliance
will involve much more time to be finalized and implemented. The

22PASSI - In short, the limit for now is how small, not how large.
But this means that as you bring together elements from 10KW to
derive units of 1MW at the same time you could put together units
from 1MW to obtain higher power? To make a 100 megawatt power station
by hundreds of, for example?

ROSSI - Certainly. The unit of 1MW are 100 units of 10kW. At that
point units of 1MW can be put together how we want.

22PASSI. It is science fiction to imagine that 50 years from now
there will be a domestic cold fusion boiler in each apartment?

ROSSI - It could happen in less than a decade. It would be subject
to authorization issues much more complex like we said before, but
that has already been exceeded for industrial plants under construction.

22PASSI. 22PASSI. Yes, but there is a middle ground very interesting
in my opinion: the district heating. Already today there are entire
neighborhoods that are using a single boiler. The infrastructure
is already pretty packed, just replace the unit for natural gas
with a cold fusion.

ROSSI Certainly, this is feasible as of now, because we are still
in the field of industrial application, even if the end use is
residential, not going to put a device into an apartment like a TV
or a microwave oven waves, in homes run only the hot water pipes
produced by a power with all the safety standards that are needed.
It is exactly what they will do in Greece, where they are most
interested in that the electric heat.

22PASSI. We confirm that the costs declared at a press conference
in Bologna, that is 2000 per kW for the purchase of the plant and
1 cent per kW / h?

ROSSI. No, these figures are in dollars and cents, when it comes
to euro prices are lower, depending on the current exchange rate

There is a lot of activity in Zero Point Energy around the world.
In the U.S.

it remains an oddball or unscientific field. In other places the
science is taken much more seriously. This writer abhors the notion
of being hooked into known science when a lifetime is already filled
with the facts being updated, corrected and reframed. Far better
to keep an open mind opportunity comes when preparedness and new
events collide. Zero Point Energy and Cold Fusion are now events,
right or wrong, but if right one better be prepared.

The astronomy and cosmology sciences have observed that two thirds
of the total universe is comprised of an invisible type of energy,
about which little is known or only slightly more than the fact
that it exists. One cannot see this type of energy thus its been
given the name dark energy.

The name does not compare or connote with dark or some miraculous
paranormal forces, it simply points out, that one cant see this
energy just like one cannot see anything if it is dark. The name
also indicates we have little knowledge of its nature or origin.
Sometimes to avoid misunderstanding, this energy is sometimes
referred to as space energy or vacuum energy, because it is a
property of mere space, and thus vacuum. If classical physics is
right this energy is everywhere.

It does not require a good vacuum in order to establish this energy.
There is a great deal of space, even inside solid objects. Things
are rather like that: space contains this energy, independently
whether it contains any visible matter or not. Another portion of
this energy is quantum mechanical zero point energy (ZPE), because
it is supposed, that it originates from quantum mechanical zero
point oscillations. Though these oscillations are rather abstract,
they are well known within quantum mechanics and have been so for
several decades.

With that in mind, and for some, an adulteration of the theory,
there is energy everywhere in the quantum state to be harvested.
The engineering goal is to make the ZPE visible and manifest it in
the laboratory leading to a harvest for mankinds use. That would
convert the classical physics dark energy into mechanical energy
thus proving the classical theory. That premise for progress should
but doesnt light a fire under the physics field to encourage
experimentation.

This brings us to what might be the leading bleeding edge of physics
theory and engineering. Claus W. Turtur at the Fachbereich
Elektrotechnik, University of Applied Sciences Braunschweig-Wolfenbuettel
and Wolfram Knapp at the Institut for Experimental Physics, Otto
von Guericke Universitat, Magdeburg, both in Germany think they
have devised a device that can harvest the ZPE and get some mechanical
energy activity. And the result is no small matter, even though the
attention paid is quite small.

The gentlemens problems in obtaining the public notation are, its
ZPE and the explanation requires considerable mathematics and physics
skills. Its quite a lot to digest and the presentation lends no
sound bite type material for the lazy journalist.

So your humble writer will attempt to provide an explanation about
Turturs paper suitable for the layperson such that the import, if
its turns out to really be there, is within grasp. Yet for those
with the skill set this could be a boon for careers.

Turtur has realized that his previous work at harvest attempts were
based in the electrostatic field netting such small results that
practicality was out of reach. Thus the new work focuses on the
energy-density of magnetic fields because the energy density in
magnetics increases availability of energy by several orders of
magnitude.

Turturs paper proposes a way for theoretical construction of a
zero-point-energy converter in the Kilowatt-range. The result is a
model of a ZPE motor with a diameter of 9 cm and a height of 6.8
cm producing 1.07 Kilowatts. Thats a little over 8 inches by about
6.5 inches powering more than 10 100-watt bulbs.

The paper is arranged into numbered parts. The first part No. 1,
discusses how the project is defined meaning the theory is provided
awaiting experimentation. At this writing no working unit has been
built, but the mathematics and theory show the materials needed
would be the limitations.

The next parts, Nos. 2 to 5 explore the chain of thoughts that took
Turtur to the device proposal. Its important to follow these along,
as the discussion shows the steps of theory development. Over the
course of the discussion three questions arose.

Now for the layperson, keep in mind that the quantum oscillations
are very, very small and happen over time. That makes the management
of timing, or tuning the device key to its operation. If ones
device cant tune to the time segments of oscillation the energy
pickup isnt going to happen. That means Turtur has to stabilize
the device inputs with pulsed signals.

Oscillations are kind of wave like, in that there is an up or down
so to speak, to tune for. Turturs breakthrough is understanding
that the tuning has to adjust to the two resonances between the two
motions of the oscillation. Now for the first A Hah! moment, the
differential of the two resonances is what energy value can be
harvested.

By part No. 4 Turtur was ready to try another design with a transformer
styled coil pair for shunting out some power. The next A Hah!
moment yielded 63 milliwatts. Now Turtur is getting somewhere.

Part No. 5 is not so much an A Hah as brainstorm moment. Here its
realized that the initial concept suggesting the oscillation that
would be expressed in a capacitor could have the oscillation occur
in the devices coil. The luxury of a theory with mathematics has
rewards something the cold fusion crowd is still seeking. The
brainstorm solves the matter of getting a capacitor to have moving
plates that can be tuned. Instead a commercial capacitor might
well work. The other advantage is the energy density would be
within the magnetic side of the device so harvesting is at that
level instead of the electrostatic level.

The device then has the tuning motion coming from an electromagnet
within an electromagnet, much like an electrosolenoid in simple
terms. The difficulty is in the tuning. The problem in a nutshell:
oscillation of an electromagnet within an electromagnet.

The solution: rotate a permanent magnet, instead.

Part No. 6 explains the use of the rotating permanent magnet in
considerable detail. One key is that Turtur has worked out an
algorithm to find the tuning points for a working conversion device.
Once one has a grounding in the theory, puts the algorithm to work
and builds the conversion device it should work.

This is surely just the beginning. Several engineering types would
have the skill set to build a device and it would be no surprise
for some inquisitive engineers to show up with a working devices
in the coming months.

Turtur points out the device has limitations based in the materials.
Magnet rotational speeds are within common material specification
ranges. But the wire within the coil is going to be an issue
limiting the potential amperage.

But that does not mean the device cannot be scaled up.

Where does that leave us?

For this writer the ZPE concept has for now a theory that can be
grasped with working mathematics explaining whats going on. Turtur
deserves congratulations, the breakthrough of seeing, understanding
and devising a converter of the energy available in quantum oscillation
might be the opening point of an energy filled 21st century for
humanity.

But is the theory right and can it be made to work? Most everything
an engineer would need has been provided by Turtur. The intellectual
property is open source now. The test is in the intelligence and
application of skill for building a device followed with a determined
persistence of debugging. One or two of these would provide a very
energy dense portable power unit. The market is huge, the production
cost looks to be very low, and the operating management seems
adaptable to IC chips. This is quite something:
