mirt version 1.28 on CRAN

Latest version of mirt is on CRAN, with changelog here: https://cran.r-project.org/web/packages/mirt/news/news.html. This update was more on the feature-heavy side this time, adding several new methods for modeling, such as 

- mixture IRT models (with examples on how to obtain zero-inflated IRT models as well)

- The C2 goodness of fit statistic

- Davidian curves (ctb by Oguzhan Ogreden), along with the tools required for Carol Woods' variant of the empirical histogram method

- Explicit handing of mixing data within secondary analysis functions

among other things.
