Office 2007 Office Button doesn't display pull down - only displays help tips

I have a fresh install of Office 2007 Pro Plus on a Windows XP workstation
that will not display the pull down menu from Word or Excel. We only get the
help pop-up, but not the menu that should pop-up. We've tried running a
repair on the suite in addition to uninstalling and re-installing. I've
Googled until I'm blue in the face but haven't been able to resolve the
problem.

Anyone have any suggestions?

What happens if you test in Word Safe Mode? From Start, Run, type in

winword /a

and press enter. Word will open in safe mode which is its default install
mode bypassing all customisations and add-ins. Does it work in Safe Mode?

No, it doesn't work in safe mode, either. This is a new install and I don't
think there are any add-ons yet. Also, we get the same thing whether we're
on as administrator or a regular user.

A new install: that's a strange problem then. Just to clarify, I presume we
are talking about clicking on the Office Button (the pizza slice) in the top
left corner?

That's correct, big button at the upper left side of the screen. It's
happening on a second computer as well.

Well let's try the corrupt registry key solution. I've not heard it cause
this exact problem, but it could still be it.

Run Regedit and delete the following Word DATA key. Word will automatically
create a new key when it is restarted.

HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Word\Data

Thanks Terry,

That didn't work, and I don't think any fix in the HKEY_CURRENT_USER
registry area would be the problem. We have the same issue with all users.

Any other ideas?

All users changes everything. So that begs these questions:

Are they all trying to share a normal.dotm on the server?
Are they all using the same network printer?
Are the workstations all identical?
Are they all Administrators? If not, try logging in as Administrator and see
if it is identical.
Were all the workstations built from the same image?

I have had the same issue on many PCs. I believe it is a display
issue. The keyboard shortcuts work.
Use Alt+F to access the button, and Alt+[other shortcut letters] to
access the option.
For example, Alt+F then Alt+I should bring up the options dialog for
the application you have active.
Alt+F then Alt+S should bring up the Save dialog.
Ain't perfect, but it works for me.

Hi,
i know this is an old post but I am having the problem that is listed above and the safe mode does allow me to use the office button. what do i do now to "unlock" the office button?

Since Word works in Safe mode, the cause of trouble is probably an add-in.
