Ehh.. why do you wanna do that? Because you want to reinstall XP? If so,
then boot from your Windows XP installation CD and you'll be offered the
possibility to format the C: partition during the installation process.
OBTW, I hope you realize that formatting C: looses all the data on your C:
partition!
FORMAT C: /FS:FAT32
or to format as NTFS use
FORMAT C: /FS:NTFS
you can even quick format by adding the /Q switch as follows
FORMAT C: /Q /FS:NTFS
Once the format is finished type EXIT to leave the Recovery Console and
reboot.
