You cannot format C: from within windows. If you have a WinXP CD, you just
set your BIOS to boot from the CD-Rom drive, insert the WinXP disc, restart
the computer and follow the prompts. You will be able to delete the current
C: partition, repartition it and format the new partition.

Ehh.. why do you wanna do that? Because you want to reinstall XP? If so,
then boot from your Windows XP installation CD and you'll be offered the
possibility to format the C: partition during the installation process.

OBTW, I hope you realize that formatting C: looses all the data on your C:
partition!

Boot with the XP CD. At the first screen press "R" to run the Recovery
Console. When prompted for your Admin password enter it and press Enter. If
you do not have an Admin password just press Enter to leave blank. At the
command prompt type and press Enter to format as FAT32

FORMAT C: /FS:FAT32

or to format as NTFS use

FORMAT C: /FS:NTFS

you can even quick format by adding the /Q switch as follows
FORMAT C: /Q /FS:NTFS

Once the format is finished type EXIT to leave the Recovery Console and
reboot.
