After Windows installed this update I can't open programs like PowerPoint or
Excel. I get a program that runs in the background called Windows Installer.
I have to cancel this program ten or twelve times to get it off my computer
screen. So far I haven't been able to delete the NetFramework service pack
from my hard drive.

The Windows Installer Cleanup Utility:
It was created to fix software installations that failed during the install
process and thus leaving a bunch of files (including a file name that ends
with a .msi extension (.msi = MicroSoft Installer).
