Vista constantly rebooting after this week's updates - "Configuring updates stage 3 of 3"

My son (away at university) has just installed this week's Microsoft updates
and now is unable to get his laptop re-started (it's an Acer Aspire 5633
about a year old).

It says "Configuring Updates. Stage 3 of 3 0% Complete.
Then it says "Shutting Down" and restarts the whole cycle. This goes on and
on....

He has tried to get it into Safe Mode but it won't, just goes back into the
cycle described above.

I've searched on Google and come up with only one hit - that described
identical symptoms and was posted in a blog about three hours ago. There
are some references to the same message related to SP1 installation but my
son is just using the standard Microsoft Update service - not gone near SP1.

Is anyone else getting this symptom and has anyone any ideas how to get out
of it without wiping the whole machine?

Many thanks for any help.

I am having the exact same problem. I can't even get into Vista to try to
change directories as has been suggested elsewhere in this forum. I have
tried booting in safe mode and jumping back to system save point. Neither
work (as I still get the step 3 of 3 and then another reboot). I really
don't want to have to reinstall vista. Help please!

of the cycle. And its also at the stage 3 of 3 im hanging at. Computer was
just fine untill the update ran and did an automated reboot to install the
changes :(

Are all 3 affected systems Acer laptops ?

STRONGLY suggest that you all phone this in to Microsoft's PSS. Tell
them ***specifically*** that this was caused by a Security update.
Perhaps it was

that caused this issue. Or it could have been

Microsoft Security Bulletin MS08-007 – Critical

My computer is not an Acer, its a home made PC I built myself.
My computer has been up2date since I installed Vista (ultimate), and the
problem must have come from one of the latest updates, I only remember one of
the updates in the list before it rebooted, it was the one with the
"addresses a vulnerability in Windows Vista" text.

The issue is not strictly related to Acer and perhaps not just laptops
as well, Don. I strongly suspect a Security update is involved here thus
the suggestion to call the issue in.

My computer in question is a Dell Latitude Laptop Model 630. It is
approximately 2 months old. I already wrote Microsoft an email (after having
decided that the issue was not addressed in their database). I also think it
was a patch problem.

The problem with calling is that I need to know the security update patch #,
but there is no way to know that without first getting into Windows to see
what patch failed to install properly, which is my very problem.

And Bob, I already tried last know good configuration and I still have the
same problem.

I did one better, I actually contacted Dell support by phone.

The good news is that the Dell tech was very helpful. He and I spent three
hours on the phone. In the end, we had to go back to a previous restore
point. It took us some time to get out of the on-going cycle, to be able to
get to the stage of making the restore. Indeed, the restore took some time
in its own right.

In my case, the Vista update that caused the problem was at least 16 files.
I cannot tell, with certainty, which one was the problem. We started the
reinstall manually, and it seemed to go alright.

The bad news is that the tech decided to update my BIOS at the same time.
Seems the update fried the motherboard, so I have no guarantee that the Vista
Windows install proceeded normally.

A new motherboard is on the way. I guess in a few days, I will be able to
tell if the Vista update did go well. While I wish the Tech had not messed
with the BIOS update at the same time, I believe he was trying to be helpful.
The computer is still under warranty. Not a perfect story, but a darn site
more responsive than anything I could raise on the Microsoft site. Perhaps
if Microsoft was quicker to respond to these issues, I might not be waiting
for a motherboard.

Actually, it sounds like yours was a hardware issue all long. I'm glad the
Dell tech helped you sort it out.

(OT: Why hadn't you installed the BIOS update already? IIRC Dell machines
include Dell-specific software that notifies you of the availability of such
updates.)

Doubtful. I'm no shill for MS but if all Vista machines suffered from the
same problem, it's doubtful that MS would have released "this week's
[Vista-specific] updates" in the first place, Don.

I *highly* doubt any of this month's Security updates would fry a
motherboard. Why would the tech want to update the BIOS of a 2 month old
laptop ? Ooops, sorry, I've confused your system with Christian's, Don.

My theory is that the TCP/IP Security update may have been in play here.

Microsoft Security Bulletin MS08-004 – Important

Vulnerability in Windows TCP/IP Could Allow Denial of Service (946456)

http://www.microsoft.com/technet/security/Bulletin/MS08-004.mspx

What I'd like to know is, what would happen if a system with that issue
were disconnected from net or network connectivity prior to a restart ?
The only way that would be possible with a laptop connecting to a
wireless network is if the laptop had an On/Off switch/button for the
wireless network adapter :(

The only other update I suspect may be involved is the WebDav driver
replacement.

Microsoft Security Bulletin MS08-007 – Critical

Vulnerability in WebDAV Mini-Redirector Could Allow Remote Code
Execution (946026)

http://www.microsoft.com/technet/security/Bulletin/MS08-007.mspx

The WebClient service could be involved here but, I'm still leaning
towards MS08-004 as causing some kind of driver/software conflict or
driver install issue.

Thanks for all the comments - have now tried several things:

1. Disconnected all networks and re-boot - no change

2. Select "Last known good configuration" in boot options - no change

3. Select boot normally with vga 640x480 - no change.

Going to try and contact Microsoft in the UK and am also posting re-install

Thanks, Bob - there's also a "saynoto0870" website in the UK that gives
standard number alternatives to 0870 numbers.

I've seen a couple of posts now where people have managed to get in to the
Repair My Computer area in the advanced boot menu and have been able to
restore back to before the updates. Can also be done with a bootable Vista
DVD.

The text below comes from other forums I've found with Google during the
day.

I've mailed various startup disks to my son in the hope that he can wind it
back without having to wipe it.

Tom Walker

-------
I was able to get this resolved temporarily by booting from the Vista DVD,
choosing the repair option and running system restore back to the 13th. I
will have to disable automatic updates until I can figure out what is
happening with the updates.

Not to jump into the middle of this conversation...but I just got off the
phone with MS Tech Support with my Stage 3 of 3: 0% problem...

My Vista HPrem laptop downloaded updates from 2/12/2008 and got stuck in a
reboot loop.
None of the adv. reboot options worked (Safe Mode, etc.)

The MS support guy had me boot to my Vista CD, and run startup repair. This
process had me "Restore' and after a reboot I was back into my desktop.

Apparently, so MS says ( ;-) ), my machine was restarted thinking it had
downloaded an update, but really the update hadn't been downloaded. So,
upon reboot, it couldn't find the update and Vista kept trying to install it
endlessly.

So, after renaming some update related folders in safe mode, now I'm trying
to install the updates again.

And thank you for the detailed list of steps you attempted, Tom.
Frankly, issues such as these should *never* occur as folks will
continue losing Trust in Microsoft and then they'll Disable automtic
updating altogether.
One does not have to have too vivid an imagination to realize what the
impact of a major vulnerability combined with a lack of installing
Security updates on a significant proportion of systems will lead to.

I have disabled automatic updates and I'm sure I'm not the only one.
My approach is to download the updates and install them one at a time. If
after a reasonable period of time I'm not having a problem I then install
the next update. Additionally if an update (other than security updates)
does not refer to an issue I'm having a ignore it.

Doubt Tom's son will be interested in looking for log files while he's
trying to resuscitate his laptop. Perhaps afterwards Tom can have his
son send them directly to you.

Hello,
I was hoping the log files could have been saved prior to reinstalling or
restoring.
I don't need the log files after the machine has been rebuilt or restored.
I was asking for the logs to see if we could figure out a potential cause
for the issue.
If we know the cause, we may be able to figure out a resolution, but
without the logs it's pretty hard to determine what is happening with this
situation.
I was asking in case the logs were still available. If they can be saved
off prior to the rebuild or restoration, that would be great.
Thanks,
Darrell Gorter[MSFT]

Well, I have 2 computers running Vista, one Vista Home Premium on a 5 year
old Dell that will NOT complete the update, (says 3 of 3 at 0% then reboots)
which was a security update concerning the Window Media Center part of Vista.
On my Vista Ultimate system the update took just fine, so I am able to use
that computer.

It's somewhat comforting to know that many are having problems with this,
but now we are all locked out our computers because MS put out a bad update.
This is not good.

I did this and it didn't do anything - Vista STILL wants to try to complete
the update after reboot, which shows "3 of 3 at 0%" for a few minutes then
just shuts down and restarts. The cycle is endless.

Same thing when going into ANY Safe Mode - endless shutdown, restart,
shutdown, restart cycle.

According to my Vista Ultimate machine, which did the update okay, it's the
update that has to do with the 14 February 2008, Windows Media Center part of
Vista. It was listed as an "important" update. How we, as users, can get
back to normal without completely re-installing Vista because of Microsoft's
sloppy update process is unknown so far as I have seen.

Darrell,

According to my experience with Thursday's update (2/15/2008) my old Dell
Vista Home Premium computer is in an endless reboot/update cycle. All
attempts to restore or repair via Vista CD/DVD do nothing to interfer with
the attempt to update that ends in an early shutdown/restart cycle. My Vista
Ultimate computer took the update just fine, which WAS the "important" update
dealing with Windows Media Center part of Vista.

I've tried going into all Safe Modes and restoring to the last known good
configuration, besides trying to "repair" Vista. None of these actions will
get me out of the shutdown/reboot/update loop!

Microsoft has screwed up big time this time. How will they solve this
without making users completely re-install Vista again? Luckily I have other
computers in the house. If this were my ONLY computer in my home, I would be
extremely upset at MS.

Since nobody really wants to post a solution to this problem, I will.

Step 1: *Use System Restore*
From seaching through other forums, you may need to use a restore point
that goes back atleast 2 to 3 days prior to the patch (14 Feb)
Once you get windows back and running, remember to disable automatic
updates. I'm sure the microsoft staffers will be pissed at me for saying
that, but your patch screwed things up and I'm sure as hell not gonna
download it again without a hotfix.

Step 2:*Use windows vists recovery console **-This requires the vista
boot disk*-
1. Pop in the disk
2. When the message "boot from disk" appears on the screen, hit any key
3. When the Vista splash screen appears, hit next
4. Click on "repair my computer"
5. Repair will now search for vista installations. When that is done,
click on "next"
6. Click on command prompt
7. type in notepad and hit enter
8. When notepad loads up, go to "file" then "open"
9. Click on computer, than "c:\" or where ever you have vista installed
in
10. Navigate to "C:\windows" and rename the folder "software
distribution" to "software distribution.old" If you don't know how to
navigate to "c:\windows", then you shouldn't be reading this guide.
11. Navigate to "c:\windows\system32" and rename the folder "catroo2"
to "catroot2.old"
12. Exit notepad and the command prompt, and reboot
13. Hope for the best

Step 3: *Reinstall Vista*
If you -do not- have -any- restore points, then you -will have to
reinstall windows vista- to get the machine to work again

If you can wait a few days, I *strongly* recommend that you wait in
this step to see if Microsoft creates and new patch and/or a hotfix.

Remember: If you reinstall vista on top of its self, you will be able
to access your files but your programs will not work. Back up your files
and do a clean install of vista.

As for my personal experience, I didn't have any available system
restore points so I had to reinstall vista. However, I chose to install
*Windows XP* instead.
(/rant on) - To the Vista dev team : Sorry, but I'm never going to use
Vista again (even with SP1 right around the corner). If you release a
patch that dicks up my machine so bad that it require a reinstall, I'm
never going to use that product again. You can be sure that I'll tell
everyone I know to avoid Vista. Hopefully next time you won't bungle
things up so bad (/rant off)

Last but not least, to Darrell Gorter and all the other MSFTs on this
forum, good luck!

What does work:

Boot from the Vista DVD and choose to "repair" Vista. When you reach the
"Recovery Options" screen, choose "Restore" to restore from a prior date. I
choose the first restore point only to find that was the same update I was
trying to avoid, so I went through the process again and choose a 2/7/2008, a
week earlier to make sure I would get a good date. That worked so when I got
into Vista I immediately turned OFF Automatic Updates. From now on I will
check for them myself and pick and choose what to install.

I never use the Windows Media Center part of Vista, so that update, which
was so important Automatic Update wanted to force it on me, will NOT be
installed.

Hope my experience here might help others to solve this nasty, and rather
sloppy update.

Yes, System Restore works just fine. And I agree - disable Automatic Updates
until MS gets their act together.

It's wonderful for MS to NOT have any real competition. Unfortunately, we,
the masses get to suffer because we don't have any "real" choices.

Thanks to TheBRod for setting up steps to try to resolve this!

A coworker on an Acer notebook with vista home premium got this problem
yesterday, but none of the steps seem to work. There is no restore
point, so although I am able to rename the folders
c:\Windows\SoftwareUpdate and c:\Windows\System32\catroot2 as per your
instructions, I guess it really doesn't do much at this point since the
machine never gets past Configuring Updates: Stage 3 of 3 0%....

I HATE having to reinstall the system from scratch, are we sure there
is absolutely no way to bypass this, or even download the update
manually and copy it somewhere using a 3 party tool? Using various types
of boot disks (BartPE f ex.), we could easily access the filesystem and
also a usb memory stick with correct file on it. I just don't know where
to put it.

Thanks for all your fine help everyone!

Many thanks for your help. I'd love to but.....

This is an Acer laptop which was delivered with XP Media Center and was
subsequently upgraded to Vista Home Premium using the Express Upgrade to
Windows Vista DVD and Acer Upgrade DVD.

None of the CDs/DVDs supplied by Acer or created by the Backup disk process
on the original XP configuration is accepted by the repair process.

Acer, in their initial response to my problem, has suggested using Alt + F10
but I understand this wipes the machine and restores original factory
settings - I'm about to ask them to clarify that, given the route the laptop
got to Vista Home Premium.

My son has tried to boot into "Safe Mode with Command Prompt" but it just
goes back into the re-booting cycle and he can't access any folders.

I'm writing this email on a new Dell Vista Home Premium PC and Dell supplied
a Vista Re-installation DVD but I don't know if Repair my Computer will
accept that as a "Windows Vista DVD" - grasping at straws here!

tio00's post earlier today made a useful suggestion - still needs some sort
of bootable CD/DVD to implement though, even if a quick-fix can be
identified.

Tom,

I just got off the phone with Vista tech support and they "...are still
researching the problem." They think the root cause is a "unforseen software
conflict".

I was able to get back to "normal" by using the system restore steps. I did
not have to reinstall. (Thank goodness)

I did try to install the update manually with the KB947172 download and that
too caused the same issue.

So, after a second system restore I turned off the Windows Update for
"Cumulative Update for Media Center for Windows Vista (KB947172)".

If I get a real resolution from PSS I'll post it here.

HTH,

How are you able to access the folders on the Acer? Are you using a
bootable Windows Vista DVD?

My son tried "Safe Mode with Command Prompt" but it just goes back into the

Many thanks.

I've just been experimenting on my Dell and I can get into the Vista repair
menu if I hold down the F8 key when it boots up.

However, my son's Acer does not list the Vista repair menu when he uses F8 -
just safe mode and variations that take him back into the re-boot loop. I'm
going back to Acer to find out if he can "force" it into the repair menu.

I lied! Turns out that the Express Upgrade disk is a bootable Vista DVD.

So, now my son can boot on to the Vista DVD and get to the repair and
recovery options.

However, it does not find any restore points!

Don't know whether it can't find the restore points or whether it has not
been turned on. Tried to get System Properties to display by entering
"control.exe system" at the command prompt but nothing happens.

I guess, if no restore points are available, there are only two options
left:
1. Re-install Vista
2. Wait for Microsoft to come up with a silver bullet that does not require
restore.

Rock and hard place comes to mind.

Son now learning how to use command line syntax to copy files to his
external disk drive....

I'm having same issue with my wife's Lenovo 3000 Y410. On hold with MS
support now. I have the Vista DVD and can boot up from the DVD drive BUT
Vista does not give an option to restore/repair...only install. Which I
woudl rather not do...
If I find out any new info for the support people...I'll post it.

I have access to a BartPE (hxxp://www.nu2.nu/pebuilder/) created Live
Windows CD. I believe there are other live cd builders as well. Anyway
I'm booting from a Live Windows CD; I can access the file system, and
copy to and from the main harddisk and external media (I currently have
a usb memory stck and a harddisk connected).

I talked to Acer support here in Norway, and their only solution was
also the alt-F10 total restore. They didn't even warn me that all the
data would be nuked and the system restored to factory defaults! Luckily
I asked them directly, and they confirmed it.

I've been playing around with various Registry entries. One that looked
promising was:

_LOCAL_MACHINE_SOFTWARE\Microsoft\Windows\Currentversion\WindowsUpdate\AutoUpdate\Results.

There are 3 keys there:

Detect
Download
Install

On this machine both the Detect and Install had Errors that were NOT
0x0, while Download had en Errors entry that was 0x0.

Not feeling too comfortable with messing around with the Registry I
nonetheless modified The Detect and Install Errors to 0x0. Unfortunately
to no avail.

The errors were:

Detect Error: 0x8000FFFF
Install Errer: 0x800F082F

I also copied the download Update
(hxxp://www.microsoft.com/downloads/results.aspx?pocId=&freetext=KB937287&DisplayLang=en)
to the windows\softwaredistribion\download directory, but that didn't
help either, probably since the manually download file is in *.msu
format and I was unsuccessful when trying to unpack it in any way...

Can someone more knowledgeable than I, comment on my steps?

Again, Thanks!

Hi,
I had the same problem, and I don't have the Vista install disk, but
pressing repeatedly F8 when the computer is booting up, "Repair your
computer"(the first one) option shows up. Then, I choose system restore
and restore to an earlier point. After that, I just followed the steps
showed in 'Configuring Updates Stage 3 of 3 0% | e1m6'
(http://www.anguas.com/?p=47) . Now my computer is working fine.

Hope this will also work for you

After this big update hosed up my computer, I restored it to a previous
point, then went back to install the updates a couple at a time to find out
which one was the culprit.. Oddly enough, installling them a few at a time
prevented the problem and all the updates installed correctly.. at least on
my HP DV8000 laptop.

Go figure

I did send all the logs to Darrell as requested, so hopefully he will find
something useful.

John,

Once you click on the "install" on the first screen, it will take you to the
next screen which gives you the repair options..

My wife has a 2 1/2-year old Dell, which has Vista Ultimate (upgraded from
Win XP). I have the DVD, but could not get to the "repair" option as
described in Darell's reply). I may need to re-install the Vista. It really
sucks. My question is whether all my wife's data on the PC will be lost if I
re-install the Vista...Please advise!! I'll need to see whether I need to
take the PC to a shop to do data recovery before the re-installation...I'm
sure if I lost all my wife's data on the PC, I'm doomed...Anyone can help and
give me an answer, I really appreciate...It's really a bad situation getting
into a worse one...

The problem does not occur with "Ultimate". I have an HP dv9000 CPO with
Vista Business and I left it on last night running defrg etc, and what a
suprise this morning.....MSFT left the ability to go beyond the last good
restore point out of the the safe boot, why? You now have to use the boot
disk and most computer no longer come with a disk.

Thanks for the reply Bhodie. But believe it or not, for whatever reason, I
don't know...the Vista version given with the Lenovo laptop does not give the
repair option...I and the MS support person could firgure it out either. I
know exactly were it should be it's not there...I just don't understand...

ANYWAY, I spent over 3 hours on the phone with MS support (several different
people). No luck on resovling the issue.
The only answer they had was to reinstall Windows (and loss personal
setting, programs, and all that)...

Do too the configuration of the Lenovo, it has a 2nd partition. So I have
reinstalled Vista on the 2nd partition in hopes of getting into the 1st
partition and deleting the KB947172 security files. Thus being able to
reboot and do a system restore in the original Vista partition as others have
done.
This part of the "operation" worked. Four files with KB947172 have been
deleted. Unforuately, when restarting using the original Vista partition the
rebooting issue continues...
If anyone has another suggestion, please let me know. I've spent about 7
hours on this today. So I'm done for today. Good luck to all with this
issue.

Hi,
I'm locked out of my Dell Inspiron 1505 that runs Vista Home Premium.
Everything was fine and I was reading a news item online when without
ANY warning, my computer just shut down. Then it came on again, with
the dire message - "Installing Update 3 of 3 0% Complete. Do not shut
off your computer." 3 hours of my computer shutting down and
rebooting. I am crazed by this mess. Thanks to all of you who have
offered advice and detailed what you did to try to fix the infernal
problem.

I had exactly the same problem. :( After I read this thread, I realized that
I am not the only one around the world.:)
I spent sometime today, and finally fixed the problem in a non-technical way.
I think the problem caused by laest update for windows vista media center,
when you install this updates .net optimazor got stopped, and then series
error message appears, then the update fails. If you restart from this point,
you will have this problem.

Soltuion I used:
Boot from DVD, then choose repair windows. after a few screen, you got to a
menu, choose start commnd prompt.
under command prompt, go to your anti-virues software folder(in ny case,
avast), renname all the exe file to something else, I run ren *.exe *.fuk.

restart the PC, boot fromt he DVD. repair windows. This time the DVD will
ask you if you want to restore to the original point, answer YES!

After a few minutes, the process will be done. restart the system. And you
will back to busniess.

My system is DELL D531 + VIsta x64 Ult.(Chinese Simp.)

I am not sure this wil work for you, but it did work for me. Good luck to you!

Hello,
Just an update on this thread.
I have gotten five sets of logs that are currently being investigated.
Thanks for the logs I have recieved to date.
If the machine came with Windows Vista Pre-installed try using F8 safe mode
options.
They may have installed the repair scenarios\system restore option onto the
hard disk as a Safe Mode option.
You may be able to do system restore from those scenarios. Your options in
Safe Mode may be different depending on the vendor you got your machine
from.
System Restore is best solution right now.
We are still looking for other workaround other than using System Restore
if your machine doesn't have any restore points available.
Thanks,
Darrell Gorter[MSFT]

Just an update on my status and things I've tried:

1. Using f8 doesn't help; safe mode, safe mode with network and safe
mode with command prompt never get past the "configuring updates stage 3
of 3 0%"...

2. As I mentioned in an earlier post I downloaded the update manually
and eventually found c:\windows\system32\wusa.exe which is a commandline
update utility. Unfortunately since I can only get a command prompt when
using a boot cd/vista dvd it doesn't work as the active system is
actually the boot media and not the broken system.

3. I tried modifying the boot instructions, using
c:\windows\system32\bcdedit, thinking that the update instructions were
embedded there somewhere, but that didn't help either.

4. I read somewhere that the updates might be cached somewhere else on
the disk, since changing the names of windows\softwasredistribution and
windows\system32\catroot2 doesn't work. Anyone know more about this?

Not much progress, but like thomas edison said: at least i now know a
"thousand" ways of NOT fixing the continous boot problem...

Hope someone can find a solution...

Thanks

Hello,

I checked with our setup team and so far they have only seen one case with
this issue.

Resolved by:
1. Located a full edition of the media to test recovery options using the
system restore to go back to a restore point prior to the problem.
940765 How to use System Restore to log on to Windows Vista when you lose
access to an account
http://support.microsoft.com/default.aspx?scid=kb;EN-US;940765

2. Once on the machine, check "update history" to see which update(s)
failed to install. Go to microsoft's download center
http://www.microsoft.com/downloads
and manually download and install this update (s).
927532 When you use Windows Update to install an update in Windows Vista,
the update may not appear in the Programs and Features item in Control Panel
http://support.microsoft.com/default.aspx?scid=kb;EN-US;927532

3. Once updates have installed and the machine has been rebooted, test
Windows Update again.

NOTE: This particular case had problems with KB937287. Update 937287 is a
prerequisite package (pre req for vista sp1) that contains updates to the
Windows Vista installation software. The installation software is the
component that handles the installation and the removal of software updates,
language packs, optional Windows features, and service packs.

Thank you Diana for summarizing these valid steps to resolve the
problem. Based on several post here and elsewhere, this has worked
successfully for many people. Where this procedure fails for many others
is already at step 1, when there are no restore points. I and others
have tried this, but when selecting "System Restore", the system replies
that there are no restore points defined...

What we need is a way to bypass the initial installation attempt in
some way, either by renaming some files and/or folders, changing some
registry entries, etc to get the install to fail and the system to
continue to boot. I've seen suggestions for several things to try, but
none have worked, telling me that these install files/commands are
hidden away in come cache or hidden directory or something. I'd love to
know where...

On the computer I'm trying to fix, I've been able to shrink the main
partition, and have installed XP on a new partition using the free area.
I'm in the process of moving everything over, but I still can't
reconcile myself with the fact that there is nothing to do to get back
into a "perfectly good system" that was working before the KB937287
update attempt.

Again, thank you very much for your fine post Diana, I'm just hoping we
can find a way to fix this, also when there are no restore points...

Thank you for these points. As my son's PC denied it had any restore points
when booted from the Vista DVD and we had limited ability to do very much
from the command prompt, we decided it was time to completely re-install.

That's now been done and all the updates installed without problem this
time.

I very much appreciate the exceelent responses supplied by many contributers
in this group - it has been very helpful in getting through this problem.

Darrell,
I'm one of those unlucky ones with no system restore on the recovery disks
and/or F8 safe mode.
Please post a work around if it looks like there will be one. If not, let
us know if a new install is the only way to fix the issue.
Thanks for your support on this issue.

Hello John,
Trying to find another solution. We have not locked down completely yet on
the other solution.
There have been some posting with other solutions, but there are issues
that need to happen for them to work correctly.
Right now, system restore is the answer.
Thanks,

So I finally got my laptop back online. It a long email thread with
Microsoft Support. I had to system restore to a couple days before this
week's updates. After going through my log files, I discovered that KB937287
had failed. Be careful with this update. Other websites are suggesting
doing a manual download and install. Good luck to you all, I hope all of
your issues have been resolved.

Start from the Vista DVD and open a command prompt, type the following
command:

ren %windir%\winsxs\pending.xml pending.old

Reboot.
Started a little funny - but came up OK.

Just got off the phone with a microsoft advanced tech. He had me
rename c:\windows\winsxs\pending.xml to c:\windows\winsxs\pending.old.
I used a Windows Vista reinstallation DVD from another system to boot
my problem PC. Then I tried unsucessfully to get Vista to either
correct the problem or go back to a previous working state. When these
options did not work the tech had me go to a COMMAND prompt and rename
the pending.xml file. Once this file was renamed I was able to get to
my desktop, however since we know from the message displayed
"configuring updates: stage 3 or 3" my machine has already been
through 2 stages and therefore I have aborted a partially completed
process. It is anyone guess what consequences will result from having
part of this service pack installed/configured. So I will proceed with
my use of this now "working" machine cautiously and I advise you do
the same. Clearly, more must be done to complete this "FIX."

Nobody said the problem was fixed. KB949358 merely offers a resolution to
the "reboot loop" issue caused by "the problem".

Thank you PA Bear (and all) for the guidance and direction.

Today I called the PCSAFETY number and a MS tech worked through a number of
attempts to get Vista booted, to no avail. The reason was that, as a Dell
Customer that purchased in Dec, 06, I had no Vista DVD, but instead had the a
Dell "Upgrade Assistant" DVD which did NOT have Vista on it, but instead
assisted me with the download of Vista online. Further, it provided drivers,
et al.

After failing to get the OS booted, the PCSAFETY tech told me to call a MS
number and, with my case #, they'll send me a DVD of Vista Home Premium.

Cross your fingers for me, and again, thanks for being there.

I had the same problem after the "12FEB08 Security update", after which my
computer was so secure that it went into the endles restarting loop.

After letting it run all night; after all it said: "Do not turn off
computer" and we do as we are told; I went on the internet using a Windows XP
computer (FORTUNATELY it has not been replaced by VVVVIIIISSSSTTTTTAAAA; the
sssllllooowwweeesssstttt Windows ever; the 'This program does not respond'
operating system; even slower than my old Pentium 1 166MMX) only to find out
that a lot of people had (and still have) the same problem.

Quickly it was obvious that it had to do with automatic updates and that I
had to find out what update caused the problem and: when!

Reading dozens of messages like yours it became obvious that the infamous
update happened on 12FEB08.

After going on to the Microsoft site and having read about the update and
all the wonderfull stuff that was now going to be solved; (as far as I
gathered they are only covering up security issues and probably fixing
problems that they were unable to foresee when writing the code...) it was
not obvious which one of the 'updates' caused the 'stage 3 of 3' problem.

So; to get the computer started again, I put in the installation DVD,
selected a restore point to a date older than 12FEB08; got the machine back
in business and SWITCHED OFF (very important!!!!) the automatic updates. (It
was stupid to leave it on in the first place)

Then I wrote an email to techsupport explaining the problem, got an answer a
few days later telling me that since I live in Europe they would not be
responsible for such problems (LOL) and I should contact the 'local'
Micisoft; which I did:

I basically asked them if they were aware of the described problem and if
they could tell me which update was likely to have caused the described
problem.

Today almost 2 weeks later, I still have no answer.

But this is probably due to the fact that all their computers are stuck in
the 'configuring updates: stage 3 of 3 (96%). Do not turn off computer' and
they come to work everyday and watch their computers starting up over and
over again and having the time of their live....

In fact, thinking about it, I can now understand why Bill Gates retired...

YW & thanks for your feedback.

IIRC, when you download Vista or Office, there is a further option to
download an ISO of the application which can be used to burn a DVD.

When we first saw that Vista, Office, et al. was going to be offered for
online purchase and download, we figured we'd eventually see issues such as
yours. Guess we were spot on.

uI have the exact same problem, with my Acer E571, after the last Vista
upgrade, it hung and then would not reboot past first page. When I finally
got it to bring up the Restore options, it stated that NO restore points were
found, Strange, NOT even the eAcer back-up on the D: drive.. After contacting
Acer Supoort, the assistant said to reboot while holding down the ALT key and
continue to press the F10 key, as this may actually help reset everything,
but it didnt help. Any suggestions please.

Please help... I am now (February 2009!) experiencing the Vista Reboot Cycle
mentioned below. As my version of Windows was pre-installed on my (MESH) PC I
do not have a DVD so have no idea how to fix this. I live in the UK so don't
seem to have the same level of support that US Customers do. Any ideas on how
I can get this fixed? Do I need to buy another copy/version of Vista? Any
help you can give would be greatly appreciated.

Yes, it has struck again. Something happen to my wife's computer this
morning. Unfortunately she's on the road and doesn't have access to
restore DVDs.

The current suggestion is:
During reboot black screen hit F5
Then F8 and select "restore my computer"
This opens "recovery options"
pick English
Enter Name and password
Select System Restore
wait for window to open (a few minutes)
Choose a date prior to the download
PC reboot

Now you have to disable the download
Start
Security
Windows Update
click on All history update
Check that the last update is a failure or Check for Uppdates and
uncheck the last one.

I haven't had a chance to test this but it is said to work.

Robert, Sorry, should have sent this earlier. You're advice was very helpful
and my machine is now working again. Cheers, Scott

I have this problem, too, and had a live chat with Microsoft tonight
only to be told that I'll be called back in a few days so I don't have a
sloution yet. I did copy all of the files that Darrell Gorter suggested
and if anyone would like to look at them I will send them to you.

Calling Microsoft is definitely the way to go, although the procedure
may be lengthy. After two hours a Microsoft tech got my computer
bootable. There are other issues with the computer regarding updates,
but that is another topic. If you are still stuck at update 3 of 3 I
would suggest contacting Microsoft.
